Responsibilities
Program Description:The program provides Systems Engineering and Technical Assistance (SETA) support in the areas of Cyber Security and Management to improve the Information Assurance (IA) posture of a National customer.
The contracts support functions are:
IA Management, Federal Information Security Management Act (FISMA) coordination and reporting, Risk Management Framework (RMF) application, IA compliance measurements and metrics, Assessment and Authorization (A&A), Vulnerability Management, and Cyber Defense support.Position Description:The Cyber Systems Engineer provides support to the customer in the area of Cyber Security. Daily Tasks include, but are not limited to:Review, assess and produce Technical reports on CDRL items delivered by the Cyber Security Services contractorsProvide assessments to the customer on the cybersecurity contractor's program performance.Develop, maintain, and deliver acquisition artifacts to assist the customer in assessing contractor's performanceAssist in the development of execution reviews, acquisition roadmaps and transition plansDevelop briefings and artifacts for acquisition Readiness ReviewsProvide technical recaps of customer meetings with cyber security contractorsWork closely with the customer Lead and stakeholders to execute contractsInform government leads on status and progress of all projectsWork with government and contractor leads to address various systems engineering, system integration, and project management issues across projectsAnalyze user needs, concept of operations, and high-level systems architectures to develop system requirements.Assist project managers in developing program documentation (TTOs, Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, and Acquisition Strategies), creating program schedules, tracking program status, evaluating operational and technical alternatives, performing risk assessment and managing integrated project teamsAdvise in the production and tailoring of government financial execution reports and program acquisition documentation and ensure affordable, supportable and effective program requirements are specified to meet mission needs.Provide support to GPMs to assure execution within the cost, schedule, and performance baselines. Utilize program management tools (e.g., Plan-It, MS Excel) to assist GPM with planning, documenting, executing, and reporting of all program details (e.g., spend plans), for both current year (FY) and out-years (FYDP)Provide technical input for the development of acquisition documentation for review and approval by the customer to include: Requests for Contract Action (RCA) packages, RFPs for Engineering Change Proposals (ECPs), and proposal analysis to support negotiation and award activities.Assist in the development, review, and update of acquisition documents to ensure guidance for acquisitions are adequate and current.Assess contractor performance using evaluation criteria and technical performance measuresParticipate in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirementsAssist in the development of technical requirementsProduce high-quality papers, presentations, recommendations, and findings for senior US government intelligence and operations officialsAnalyze policies and procedures against Federal laws and regulations and provides recommendations for closing gapsDevelop strategies to comply with privacy and risk management requirements.Facilitate the organization's Engineering Review Board and ensure its technical content (hosted on Confluence) is kept up to date.Working knowledge of the Zero Trust Architecture (ZTA) principles and how they can be applied to improve the organizational cyber security posture.Baseline understanding of government procurement and logistics processes as it pertains to the acquisition of IT services, hardware, and software.
Qualifications
Required Qualifications:12 to 15 years with BS or 10 to 3 years with MS or 8 to 10 years with PhD.Must possess and be able to maintain a TS/SCI with PolyAble to support customer's core hours (0900-1500; Mon - Fri)Any 8570/8140 IA CertificationAbility to work customer's core hours (0900 - 1500 Monday - Friday)Excellent communications skills - Verbal and Non-VerbalExperience supporting project management and acquisitionsExperience with customer's Cybersecurity Processes and tools/capabilitiesExperience in requirements analysisStrong attention to detailAbility to work in a team environmentHands-on working knowledge of Excel and other database applicationsExcellent oral and written communications skillsAbility to support Group Level GPOCsDesired Qualifications:Self-starter requiring limited direction and supervisionBachelor of Science Degree in Science, Technology, Engineering or Mathematics (STEM) or an advanced IA certification (i.e. CISSP or CASP)Experience briefing senior customer personnelAbility to organize and prioritize numerous customer requests in a fast pace deadline driven environmentFamiliarity with the RMF processExperience supporting IC or DoD in the Cyber Security DomainWorking knowledge of Microsoft tools; Outlook, Excel, PowerPoint, SharePoint
