BACKGROUND CHECK

PROBATION
All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.
SUMMARY OF POSITION
The Deputy Chief of Administration for the Fleet Management Division assists with leading a team of approximately 187 and will have direct oversight of administrative strategy and large scale, critical projects within the Fleet Management Division. The Deputy Chief of Administration will also be responsible for managing the current Key Performance Indicators (KPIs) and/or develop new ones to be tracked, reported on, and utilized for day-to-day decision making across various verticals within the Fleet Management Division. The incumbent reports directly to the Chief of Baltimore City’s Department of General Services (DGS) Fleet Division.
ESSENTIAL FUNCTIONS
Lead the creation, oversight, and management of a $46 million budget, while also spearheading the development of associated performance measures.
Management and supervision of the City’s Master Lease program, facilitating the annual procurement of $35 million in vehicles and equipment for 29 City agencies and entities.
Leadership in all special projects and initiatives, fostering collaboration with other city agencies, vendors, and community members.
Management of the Fleet Stat program, designed to improve operational efficiency and reduce costs through data-driven accountability.
Lead the efforts to transition to a more sustainable Fleet, ensuring compliance with Zero-emission legislation.
Management of the City’s above and underground fuel tanks and fuel management systems.
Directly supervise a team comprising various roles including Fiscal Supervisor, Procurement Officer II, and others.
EDUCATION AND EXPERIENCE REQUIREMENTS
A Bachelor’s degree from an accredited college or university and seven (7) years of experience in administrative or professional work, two (2) years of which must have included supervision or project management.
PREFERRED REQUIREMENTS
Minimum of five (5) years of senior management experience in Fleet management.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of public and business administration and management.
Ability to prepare and present reports or recommendations clearly and concisely.
Strong leadership skills, fostering a culture of employee engagement.
Extensive knowledge of troubleshooting and complex analysis skills.
This position is an essential position of operations.
