The PSE Hub's mission is to create the institutional conditions, operating infrastructure, and capacity necessary to expand engagement with the private sector in the United States and partner countries. The PSE Hub works to transform and modernize how USAID does development by institutionalizing USAID's PSE policy and delivering capacity- and systems-building support for PSE across all sectors, operating units, and countries where USAID operates.About the PositionThis position is part of the Development Finance Partnerships Unit (DFPU) within the Bureau for Inclusive Growth, Partnerships, and Innovation (IPI). DFPU serves as a central node to support USAID's development finance work. In this role, DFPU manages and supports key private sector and interagency partnerships, including the USAID Administrator's role on the Board of Directors of the U.S. International Development Finance Corporation (DFC) and Millennium Challenge Corporation (MCC).As a Compliance Advisor, you will help ensure high quality compliance management, portfolio risk monitoring, and data management and analysis related to USAID's implementation of Sovereign Loan Guarantees (SLGs) and credit guarantees. The incumbent will help support the administration of SLGs, ensuring necessary steps are taken for the Agency to carry out this role, including congressional notification and the transfer of funds. The Compliance Advisor will also be responsible for the management, analysis, and communication of USAID's risk exposure through ongoing portfolio management, data collection, and analysis. Additionally, the incumbent will track country-level risk as it relates to the financial sector and help oversee USAID's legacy sovereign credit portfolio. Successfully performing these duties will require coordination across various stakeholders, including USAID's Office of the General Counsel, Office of the Chief Financial Officer, and budget specialists within USAID's Bureau for Planning, Learning and Resource Management (PLR).This position has an expected duration of one (1) year, with a possibility of extension (dependent on funding). The selected candidate will ideally be based out of the Ronald Reagan Building in Washington, D.C., up to three (3) days per week. Occasional travel may be required.ResponsibilitiesIn coordination with relevant interagency and Agency stakeholders, support compliance with necessary steps to execute USG Sovereign Loan Guarantees;Ensure effective and accurate document management related to USAID's loan guarantee portfolio;Serve as the Agency Interagency Credit Risk Analysis System (ICRAS) Coordinator and disseminate ICRAS report updates to relevant staff;Establish a portfolio-level data reporting process for internal and external communications;Monitor risk and perform regular risk assessments, report on risk to internal stakeholders, and make recommendations to better manage risk;In coordination with USAID's Office of the Chief Financial Officer, manage legacy sovereign credit portfolios to ensure payments are made on time and respond promptly to inquiries, maintain portfolio monitoring and tracking platforms, and provide regular reports.Performs other related duties as assigned.QUALIFICATIONSRequiredMaster's degree in a relevant field and 3 years of experience applying expertise through knowledge and experience, OR Bachelor's degree and 5 years of relevant experiencesDemonstrated experience providing strategic guidance to senior-level leadersExperience developing and implementing risk mitigation strategiesExperience with resource and budget planning and managementPrevious financial compliance and reporting experienceAbility to attain and maintain a Secret-level clearancePreferredCurrent holder of an active Secret-level security clearance is strongly preferredMin.
