OverviewVTG is seeking a

Contracts Specialist

to support Conventional Prompt Strike (CPS) contract. The CPS mission is to design, build, and sustain an evolving multi-service hypersonic capability, at the speed of relevance for the warfighter, by aligning national resources, strengthening partnerships and fostering an agility-centered culture. This position is a hybrid with on-site work primarily located at the Washington Navy Yard.What will you do?Pre-award: Assist a U.S. Navy program office with procurement planning and contracting procedures as a Contracting Officer Representative (COR), Contract Specialists (CS), or Program Manager in a client-facing role developing SOW or PWS requirements, RFPs, and CDRLs, while tracking key contract actions and milestones.Source Selection: Develop draft Source Selection Evaluation Plans. Review, evaluate, and provide feedback on proposals. Review proposals and quotes for completeness and compliance with the Request for Proposal (RFP) / Request for Quote (RFQ) submission requirements. Assist in documenting all findings, assessments, and ratings by the evaluation teams. Assist in preparing evaluation team reports. Develop Limited Source Justification and Determination and Findings documents (SS J&A, D&F) and create Source Selection Authority (SSA) memorandums and reports.Contract Award: Create draft contract award documents. Prepare and organize contract award correspondence and documentation. Experience in administrative contract modifications, CLIN structures, and coordinating with external stakeholders to ensure requirements are captured while acting as a liaison between Government Contracts Team, Business and Financial Team, Acquisition Manager, and Contracting Officer's Representative.Contract Execution: Develop relationships and collaborate with engineers, logisticians, financial managers, and program managers to execute day-to-day tasks to maintain contract schedules. Access, research, and utilize various government database repositories to identify economies and develop acquisition and procurement artifacts derived through similar contracting efforts within DoD.Post Award: Provide recommendations and advice on various contracting issues. Maintain up-to-date contract files. Prepare contract documentation and correspondence. Review and distribute deliverables from other awarded contracts and agreements. Assist with teaming agreements, reimbursable agreements, consulting agreements, non-disclosure agreements, and other contract-related documents. Create and maintain spreadsheets and other electronic tools to track contract ceiling, funding, billings, delivery orders, etc. Review invoices/vouchers and make invoice certification recommendations for payment to CO/CS. Track contract value and funding data and Undefinitized contract actions. Prepare monthly and annual contract cost and schedule variance analysis. Create and maintain contracts and program/project schedules.Do you have what it takes?Required skills:Bachelor's Degree and 10+ years of experience (Master's degree and DoD Contracting experience preferred).Deep familiarity with the Federal Acquisition Regulations (FAR).Expert Microsoft Office skills.Must possess a Secret clearance and ability to sustain one.DAWIA Lvl 2, or FAC-C Lvl 2, or CFCM, or CPCM (DAWIA or FAC-C Level 3 preferred).Preferred skills:Experience with Procurement Integrated Enterprise Environment (PIEE), Wide Area Workflow (WAWF), and other DoD acquisition systems is highly desirable.Experience with Navy contract Cost Plus Fixed Fee and Cost Plus Incentive Fee experience.Experience with material contracts a plus.Pay Range: VTG's estimated starting pay range is $125,000.00 - 175,000.00 annually, which is a general guideline for the geographic location. When extending an offer, VTG also considers work experience, education, skill level, market considerations and may possibly include contractual requirements which may cause an offer to fall outside of this range.
