Under the direction of the Vice President of Student Services, this position is responsible for performing a variety of administrative and supervisory duties related to the functions and activities of the college student support services and programs. The Dean of Counseling and Guided Pathways is responsible for providing leadership, vision, direction, coordination of counseling (general and online), coordination of student services technology, day-to-day supervision of staff, faculty, and programs, including evaluation of the College’s student success programs and services, the Counseling Department, Guided Pathways, University Transfer, Puente, Upward Bound, Dream Resource Center, and other appropriate programs/areas as assigned.
The Dean will also train, supervise, direct, and evaluate the performance of assigned personnel; participate in selection and hiring processes. The Dean will supervise and work closely with the chair of counseling. The Dean provides leadership for planning, development, coordination, supervision, and evaluation of all counseling services, including academic planning, course curriculum development, career development, job placement, transfer preparation, articulation and other categorically and federally funded programs. The Dean will plan, implement and supervise the assessment/placement, orientation, follow-up, research, training, and evaluation of several components of the College's matriculation processes. The assignment also includes, but is not limited to, the appropriate related responsibilities for the integration of Student Services and Academic Affairs/Instruction that support student success. The Dean will assist in fostering a culture of transfer and guide the campus in creating systemic change in the college to meet the needs of underprepared students.
In addition, the Dean will:
Guide planning for all Student Success initiatives including Guided Pathways in partnership with Academic Affairs.
Formulate and develop long and short-range goals and strategic plans for assigned programs and services, including staffing, facilities, curriculum, and educational philosophy; assures consistency of plans with other college and District plans.
Ensure that programs and services under the Dean’s supervision meets the needs of a diverse student population, promotes equitable outcomes, complies with all state and federal regulations, complies with the budget goals of the college and the district, and promotes the mission of the college and district.
Develop and prepare the annual preliminary budgets for assigned programs; monitor and control budget expenditures; direct the preparation and maintenance of detailed and comprehensive reports, records files regarding personnel, facilities, programs, operations, and activities.
Collaborate with the Dean of Research and Institutional Effectiveness to prepare and conduct divisional and or institutional research reports for program review, accreditation, student learning and program unit outcomes.
MINIMUM DEGREE QUALIFICATIONS:
All degrees must be from U.S. Department of Education recognized accredited institutions.
The minimum qualifications are listed as follows:
A Master's degree
Completion of one year of full-time formal training, internship or leadership experience reasonably related to the administrative assignment
Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college faculty, staff and students.
DUTIES AND RESPONSIBILITIES:
Serve as a member of the student services team; assist the VP in providing leadership for student services, developing and maintaining effective programs, and complying with applicable federal, state, and local rules and regulations.
Direct supervision for the Counseling Department, Guided Pathways, Upward Bound, Dream Resource Center, the University Transfer Center, and other appropriate programs/areas as assigned.
Provide leadership for program review, including improvement and development; systematic assessment of student progress and learning outcomes; and review and recommend changes to maintain relevance of the Division programs and to meet student and community needs.
Ensure preparation and delivery of the following: 1) orientation, transfer, graduation, and academic probation/dismissal workshops; 2) guidance courses; 3) small and large group advising/counseling; 4) accurate and updated matriculation and counseling information for the Schedule of Classes and College Catalog; 5) course and program Student Learning Outcomes (SLO’s) with assessment methodology; and 6) comprehensive and annual program reviews for all Counseling programs and departments.
Responsible for overseeing early alert in partnership with Academic Affairs personnel, at Risk student projects and supervise the appeals and probation process.
Develop and monitor budgets and grants related to areas of supervision and ensure compliance with Education Code, state regulations, Title 5, grant, and college policies and procedures.
Supervise and evaluate classified staff, faculty, and management personnel in keeping with the Board Rules, bargaining unit agreements, and personnel commission.
Contribute to the college completion agenda of retention, completion, and transfer through integrated planning/evaluation and collaboration.
Ensure collaboration with Student Equity to promote crosswalk activities.
Assist with student discipline and grievance procedures, as needed.
Represent Vice President of Student Services as requested.
Use technology for accessing data, developing educational plans, tracking student progress; and implementing innovations to enhance student success.
Coordinate work and supervise all aspects of the programs and services of the unit including, but not limited to, planning, budget development, curriculum review and development, program evaluation, development of counseling course schedules, make faculty teaching assignments and compliance;
Coordinate faculty and staff work assignments, facilitate staff meetings.
Assure compliance with district-negotiated agreements.
Assume leadership of, or serve on, college councils, committees, and task forces as required, and represent unit assigned and/or college at meetings of the community, other educational institutions, and agencies as required.
Perform other related duties as assigned.
DESIRED QUALIFICATIONS:
Three (3) years of formal experience, training, or leadership experience reasonably related to the administrative assignment;
Two (2) years of experience as a counselor;
Experience with the matriculation program and process in a community college setting;
Demonstrated ability to communicate effectively both orally and in writing.
Demonstrated success in budgeting, planning, and management systems;
Commitment to the philosophy and value of institutional collaborative governance based upon a genuine sharing of responsibility;
Knowledge of higher education in community colleges, including the mission of the California Community Colleges; community college instructional and student service programs, principles, practices, and procedures; budget preparation and control; State reporting systems and procedures; Curriculum development and course articulation.

SALARY AND BENEFITS:
The current salary range is
$166,752

$195,792
annually. The selected candidate will be placed on the salary schedule for that class based on a number of factors including but not limited to: education, scope and breadth of experience and responsibilities, skills, competencies and accomplishments in accordance with LACCD Board Rule 10509. An additional, doctoral stipend of
$5,940
per academic year is available for selected applicants possessing a doctorate degree from an accredited institution. Benefits include medical, dental, vision for employees and eligible dependents, term life insurance, and State Teachers Retirement System program.
