PRIMARY ADMINISTRATOR: Dr. Jim Lancaster; Vice Chancellor, Workforce and Economic Development

Los Angeles Community College District (LACCD) and the office of the Vice Chancellor for Workforce and Economic Development are inviting applications for the 1.00 FTE Workforce and Economic Development, Innovation Specialist position. This is Grant Funded SFP, Instructor Special Assignment (ISA) position through June 30th, 2025.

DUTIES AND RESPONSIBILITIES:Under the direction of the Vice Chancellor for Workforce and Economic Development, or designee, the faculty member will be responsible for the development and coordination of grants and their technology, innovation initiatives, special academic projects in addition to the following:

Provides academic oversight, implementation of strategic planning and leadership initiatives in support and development of identified emerging innovation-related programs within LACCD Workforce and Economic Development unit. Specifically, lead curriculum review, audit and/or development and, in collaboration with LACCD Dean of Curriculum, support and assure timely completion and approval process through LACCD curriculum process and implementation through district and state.

Provides leadership during district strategic curricular efforts; specifically in development, monitoring, and evaluation of possible: (1) noncredit to credit instructional programs pathways, (2) assessment strategies to be used on credit for prior learning (CPL) both on noncredit and credit; and (3) use of innovation and technology for aiding curricular and matriculation processes, such as CPL.

Monitor, evaluate and identify appropriate instructional and innovation opportunities for WED LACCD, such as grants, collaborations, partnerships, pilot projects, contracts, and others. Assure compliance with local, state and federal regulations, colleges and LACCD policies, and specific involved industry sector requirements, e.g., licensure and certificate. Ensure that the academic guidelines are integrated into the programs. Work with evaluator to develop and direct research connected with the evaluation or efficiency of the different instructional programs. Guide the process on how to present data, evaluation findings and recommendations.

Collaborate with LACCD’s credit, noncredit, adult education, extension programs, corporate education, and other programs, including High Schools and post-secondary institutions, when it relates to innovative curriculum and work-based learning opportunities within the unit of Workforce and Economic Development.

Ensure that curriculum development occurring within LACCD’s WED strategies directly aligns to workforce partners’ needs, highlighting innovation. Hence, serves as liaison with our community workforce partners such as professional businesses, industry partners, and community organizations to build, maintain, and develop strategic partnerships and ensure instructional programs currency and innovation.

Provide leadership for academic Development by analyzing various data sets to guide academic programs and course offering and scheduling with the goal of supporting the successful implementation of innovative programs.

Provides guidance to faculty and staff development by examining, selecting, and coordinating in-service training for personnel involved in the instructional programs; develop and implement professional development plans for faculty instructors, such as mentoring. Collaborate with LACCD Academic Senate and the Office of Professional Development for development and implementation.

Draft and submit regular reports to the district, WED, and different agencies, as needed or requested. Document grant and innovative activities and respond to audit requests as needed.

Collaborate with key personnel and faculty at each contract partner (institutions of higher education), workforce agency, industry sector, and workforce intermediary to ensure all partners are meeting contractual obligations and meet the requisite CFR and any LACCD or award requirements.

Actively participate in regional trade site, academic and different workforce unions events, work groups, activities and other meetings that inform the development and implementation of innovative instructional programs, when appropriate.

Perform other related duties as assigned.

REQUIRED MINIMUM QUALIFICATIONS:

Meets minimum qualifications for faculty teaching any LACCD discipline.

Sensitivity to and understanding of the diverse academic, socio-economic, cultural, disability, and ethnic backgrounds of community college students.

DESIRED QUALIFICATIONS:

Experience working in career/technical education and innovation programs at a community college; such as apprenticeships, internships and/or unique employment opportunities for students.

Experience in and knowledge of budget development and management, including appropriate methods of monitoring and evaluating categorical or specially funded programs.

Proven record of linking educational programs and services to the workforce and economic development needs of business and industry.

Demonstrated professional experience in recruiting and working with employers to serve on advisory boards – especially when it comes to innovation opportunities – for community college career technical programs.

Demonstrated interpersonal and collaborative skills and experience working with faculty, staff, and administrators.

Professional experience with WorkSource Centers, Workforce Investment Boards, Workforce Development Boards, workforce training organizations, unions, and job development services and contracts.

Strong oral, writing and research skills with demonstrated experience in report writing, leading oral presentations and workshops and data acquisition for required district, grant and contract documents.

Demonstrated experience with multi-tasking and working under short timelines.

Successful experience in acquiring program or institutional resources and facilitating partnerships between local and regional business and industry groups and a college/district community.

Documented involvement in grant writing/grant management.

Experience in program strategic planning, decision-making, and staffing.

Excellent communication skills and experience in working with a population (faculty, staff, students, and business/industry/community representatives) of diverse ethnic, linguistic, and socioeconomic backgrounds.

Eligibility Requirement: COVID 19 VACCINATION

Pursuant to LACCD Board of Trustee's Policy 2900, all students and employees must be fully vaccinated or have an approved exemption. LACCD employees are required to provide their vaccination status in compliance with the LACCD Board of Trustees’ policy. Newly hired employees will be required to provide their vaccination status prior to starting a position or, at the latest, by their position start date.

Compensation and BenefitsPlacement on the salary schedule is determined by academic preparation and/or employment experience in accordance with AFT Contract. The salary ranges from $ 89,400

to

$166,116 . Applicants with a doctoral degree are eligible for a doctoral differential of

$471

per month. District benefits include health, dental, vision, and life insurance to the employee and eligible dependents.

SELECTION PROCEDURES:

A selection committee with representation from the administration, academic senate, and faculty guild will review all completed and approved applications received. The committee screening will involve an evaluation of the candidate’s qualifications in the areas of training, experience, and personal fitness as determined from the application package.

Selected candidates will be invited for an interview with the selection committee following the committee screening.

The name of a finalist will be forwarded by the selection committee to LACCD WED Vice Chancellor, Dr. Jim Lancaster, for final approval and appointment to the position.
