Development Review Services Engineering Manager - PE

As an Engineering Manager-PE, you will lead with a strong commitment to exceptional customer service and continuous improvement. You will oversee engineering services and technical support for the DRS engineering group, ensuring that our team not only meets but exceeds expectations in compliance with the County's Land Development Code, Stormwater Manual, and floodplain regulations.
In this leadership role, you will plan, coordinate, and review the work of professional and technical employees engaged in reviewing site plans, building permit records, zoning clearances, and subdivisions. You will be instrumental in optimizing engineering workloads and execution to meet target Level of Service KPIs and project schedules. Your role involves complex coordination with various County departments and extensive public interaction to manage engineering activities and floodplain management.

Coordinate with developers and design professionals to discuss site plan comments and manage contract administration for consulting contracts.Strategic Oversight: Provide strategic guidance and vision over environmental review processes, staff training, and consultant management. Implement policies and procedures to ensure compliance with laws, permits, regulations and codes.Staff Development: Motivate, coach, train, and mentor staff to enhance their skills and performance, promoting a culture of growth and excellence.What Would You Do?
Supervises, coordinates and provides technical guidance to DRS engineering staff;Directs and supervises engineering review and technical services, prepares and implements specialized professional engineering related services and activities covering, but not limited to: site plans, subdivisions, building permits, zoning clearances and engineering inspections, inclusive of Stormwater Manual and floodplain management;Coordinates and implements meetings with developers and engineers to discuss site plan comments;Conducts and coordinates contract administration services for all consulting engineering contracts which entails preparing progress reports, attending meetings, tracking of consultant's progress, review of plans and specifications, review of pay requests and coordination and review of construction activities;Liaisons with other County departments and state and federal agencies on mutual problems and may appear as an expert witness in court cases;Ensures that all engineering land development codes are enforced and interprets ordinances;Recommends the hiring, promoting and disciplining of division personnel, and is responsible for performance evaluations;Supervises technically complex and high visibility project reviews involving several design specializations including site planning, stormwater management, floodplain compliance, bond review and development workload and tracking;Perform other related job duties as assigned.What Do You Need To Have?
Bachelor's degree in civil engineering or other relevant engineering discipline and Professional engineering license from State of Florida and eight (8) years of experience in the design and construction of land development projects (preferably in both the private sector and in a review capacity within the public sector,) to include three (3) years supervising professional engineering functions; or an equivalent combination of education, training, and/or experience.
Proficiency working within a permitting software platform and electronic plan review or similar CAD platform.Progressive problem solver and demonstrated issue resolution to technical engineering processes and design.Proactive customer/client focused professional.Florida Driver's License or Florida Commercial Driver's License and endorsement, if any.Assignment to work a variety of work schedules including compulsory work periods in special, emergency and/or disaster situations.Other knowledge, skills, abilities and credentials required for a specific position.Knowledge, Skills and Abilities
Knowledge of the principles and practices of engineering, related to one or more of the following disciplines: Civil, Roadway, Drainage, Floodplain management, Environmental, Structural or Traffic;Knowledge of current development trends and technologies, current literature and trends in the fields of engineering specialization;Knowledge of GIS computer systems;Knowledge of federal, state, and local regulations in relation to land development projects regarding access management, site design, ADA compliance, stormwater management and floodplain management;Knowledge of hydraulic modeling and adhering to relevant codes and regulations; Knowledge of project management principles and procedures;Knowledge of principles, practices and policies of sound business management;Skill in communicating, preparing and making presentations to staff and senior management;Skill in conducting meetings and preparing written documents that concisely convey ideas, plans or status;Skill in managing and directing assigned staff involved in projects;Skill and ability in using and operating a variety of office and computer equipment and related software;Skill in the use of engineering instruments and equipment;Ability to assign, instruct, direct and review the work of assigned technical, professional and clerical staff in a manner conducive to full performance and high morale;Ability to lead and manage diverse projects from initiation to conclusion;Ability to coordinate and supervise application development and related support activities associated with project management for the DRS engineering team;Ability to schedule, review and evaluate the work of others as to status and development of assigned projects;Ability to evaluate new technical developments in view of organizational plans and objectives and assess applicability to the requirements of the organization;Ability to analyze resource utilization and identify potential areas of improvement achievable through new technology;Ability to effectively collect and analyze complex data and prepare and present comprehensive reports, whether orally or in writing;Ability to compile, recommend and monitor budgets;Ability to deal with vendors in the negotiation, preparation and management of applicable contracts;Ability to read, interpret and follow procedural and policy manuals related to the job tasks; Ability to establish and maintain effective working relationships with other employees, officials, agencies, and the public;Ability to resolve problems dealing with conflicting opinions, priorities and agendas;Ability to integrate and optimize new technology systems;Ability to enforce departmental policies;
