The Deputy Director of Building & Development Review Services (BDRS) will undertake highly responsible professional, technical, administrative, and supervisory work. This role demands a robust technical background in land development, land planning, civil engineering, and/or building construction. The Deputy Director will leverage this expertise to resolve complex issues, provide guidance to staff, and drive continuous improvement within the department. Responsibilities include overseeing workplan initiatives, technology upgrades, and governance compliance in close collaboration with the department Director.
Core Responsibilities
Continuous Improvement Leadership: Spearhead the department’s continuous improvement program, including workplan initiatives, technology enhancements, and governance compliance. Utilize technical expertise to address challenges and drive strategic improvements, working closely with the Director to achieve departmental objectives.
Department Division Managers: Development Review Engineering Manager, Development Review Environmental Manager, Zoning & Project Division Manager, and Customer Operations Manager are direct reports to the Deputy Director.
Department Operations Management: Direct the Operations Group, which encompasses Accounting, Human Resources, Technology, and Administrative Support. While day-to-day operations will be managed by staff, the Deputy Director will provide high-level oversight and strategic direction.
Issue Resolution and Guidance: Apply a strong technical background to resolve complex issues related to land development, planning, and construction. Provide expert guidance to staff, ensuring effective problem-solving and adherence to best practices.
General Supervision: Operate under the general supervision of the Director, ensuring alignment with the department’s strategic goals and objectives.
What Would You Do?
Leadership and Management: Implement and manage leadership principles and processes to support the BDRS Continuous Improvement program, leveraging technical knowledge to drive departmental success.
Operational Planning: Contribute to the development and execution of the department’s annual Operational Plan, incorporating technical insights to enhance effectiveness.
SharePoint Management: Oversee and manage the department’s SharePoint site, ensuring efficient information sharing and collaboration across teams.
What Do You Need To Have?
Education and Experience: A Bachelor’s degree (Master’s degree preferred) in Civil Engineering, Planning, Architecture, or a related field, with a minimum of ten (10) years of professional experience, including at least three (3) years in a management and supervisory role.
Flexibility to work various schedules, including during emergencies or disaster situations.
Strong technical background in municipal permitting processes, engineering, building construction, planning, and environmental codes.
Excellent communication skills, encompassing technical writing and public speaking capabilities.
Valid Florida Driver’s License.
Knowledge, Skills & Abilities
Public and Business Administration: Deep understanding of the principles, practices, and procedures of public and business administration within a large organization.
Budget and Accounting: Proficiency in budget and accounting principles, practices, and procedures as applied in a large organizational setting.
Leadership: Ability to set and achieve organizational goals and objectives, leveraging technical expertise to maximize operational efficiencies across various departments (e.g., building, engineering, environmental, permitting).
Relationship Management: Skill in building and maintaining effective working relationships with government agencies, public officials, private sector representatives, and the general public.
Judgment and Tact: Capacity to exercise sound independent judgment and tact in interactions with people and in applying and interpreting departmental policies and procedures.
