Failure to do so, may disqualify you from being considered for this position.Description:To provide leadership for major statewide programs in support of the department's mission, vision and values; perform related work. The programs managed may be in a large disciplinary area or function; or may include diverse functions and/or disciplines.Example of Duties:· Provide oversight and support for the Rangeland Fire Protection Associations (RFPAs).· Ensure RFPA information on IDL website remains current.· Actively participate as a member of the Fire Management Bureau as demonstrated through teamwork in the development of policies/procedures and participation in the Statewide Duty Officer rotation.· Provide support and guidance to the field operations side of the agency as demonstrated through communication regarding the RFPAs and management support for fire suppression activities.· Serve as point of contact for Boise staff office employees who participate in fire assignments.· Participate in fire activity in accordance with qualifications.· Coordinate with other fire agencies in southern Idaho on fire issues, in conjunction with the Southern Zone Fire Manager.· Represent IDL as alternate Emergency Support Function #4 (ESF4) with the Idaho Office of Emergency Management.· Development and oversight of the MOU to engage Industrial Forest Owners in suppression activities on federal lands through the FS - National Alliance of Forest Owners MOU.Program Management· Responsible for establishing, communicating, and providing clear focus for the strategic direction, goals and priorities of statewide programs.· Understand and work within political and legal environments, gather information on best practices and communicate with industry, special interest groups, and the general public· Evaluate, negotiate and develop rules and department policies and procedures as well as participate in recommending new or amended state legislation· Provide program auditing to ensure adherence to program requirements and make recommendations to improve activities and address deficiencies· Evaluate budget requirements, recommend funding levels and allocations, prioritize uses of funds and monitor activities to ensure consistency in operations, ensuring efficient and effective usage on a statewide basis· May oversee the application and awarding of grants and the monitoring of grant projects· Develop and regularly update program manuals to reflect current policies and procedures and ensure consistent implementation of practices· Prepare and distribute reports and documents necessary to evaluate program performance and efficiency, and in response to statutory reporting requirements of the program· As the subject matter expert, provide technical and policy consultation to department personnel· Offer guidance and direction on interpreting and implementing code, rules and department policyOrganizational Liaison· Often represent the department on a variety of industry and interagency committees and advisory councils at the local, state and national level· Frequently take a leadership role in coordinating and facilitating cooperation on these committees to assist organizations in meeting their objectives· Liaison between these organizations, the executive staff, the Land Board and legislatorsSupervision· May supervise staffMinimum Qualifications:Experience:· Analyzing land management program issues, making recommendations and writing reports· Developing programs including establishing goals and strategic direction, budgeting and evaluating results· Working with various groups, individuals and interests to develop understanding, acceptance and support for a programBenefits:· We have one of the Nation's best state retirement systems (PERSI) that offers a lifetime benefit.· Excellent medical, dental and vision insurance· Generous vacation and sick leave accrual beginning as soon as you start.· 11 paid holidays a year.· Paid parental leave.· Multiple savings plans, optional 401K, and optional 457.· Basic life insurance for employee and family (employee covered at one time annual salary; spouse covered at $10,000; child covered at $5,000)· Wellness programs· Ongoing training opportunities· An opportunity for student loan forgiveness· And more!*Benefits may not be applicable for temporary or seasonal positions.Supplemental Information:EEO/ADA/Veteran's Preference:The State of Idaho is committed to providing equal employment opportunities and prohibit discrimination against qualified individuals based on their status as protected veterans or individuals with disabilities and prohibit discrimination against all individuals based on their race, color, religion, political affiliation or belief, sex, national origin, genetics, or any other status protected under applicable federal, state, or local laws.The State of Idaho is committed to access and reasonable accommodations for individuals with disabilities, auxiliary aids and services are available upon request. Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.

Managingendowment trust landsis only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation onnavigable waterways, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also provide assistance to landowners to manage their forest lands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.
