Job Description:

We are looking for an experienced Government Business Development Manager to be responsible for identifying, pursuing, and securing government contracts. The right employee will play a crucial role in expanding the company's presence in the government sector by fostering relationships with government agencies and prime contractors.

Basics: Lead pre-proposal planning efforts including identifying potential new business opportunities, prioritizing bid opportunities, conducting research, and leading reconnaissance trips to the field, identifying potential partners (U.S., local, and international partners), and leading recruitment and teaming discussions. Leverage your existing network and establish new connections with key stakeholders, decision-makers, and influencers in the government contracting arena. Research new opportunities via on-line opportunity tools such as govwin.com or fbo.gov, analyze a potential opportunity and gather intelligence about the customer and the competition. Identify, qualify, and pursue high-potential leads for government contracts, leveraging your understanding of agency needs and contract lifecycles. Assess technical capability and strategic fit, risk, competition and win probability, initial pursuit costs, and Price-to-Win (PTW) assessment of appointed opportunities. Manage and write sections of competitive and compliant technical proposals for submission in accordance with RFPs, RFQs, RFTOPs, and CTE's BD strategy. Collaborate closely with our proposal development team to craft compelling, compliant, and competitive proposals tailored to government agencies' specific requirements. Draft past performances for new proposals to document the work of the company on various projects, put in specified format, and ensure proposals meet the requirements set by the client. Develop leads and "hit the pavement" to find new business in partners and agencies; cold call Build professional connections to include key partners, consultants in our practice areas, as well as networking and strengthening relationships with key USG agency leaders Develop infographics tailored to proposal efforts and monitor and oversee company image and marketing issues, via print and online marketing materials, making them concise, compelling, up-to-date and consistent with the strategic statements of the company's major clients. Develop PowerPoint decks and facilitation guides and present these to various stakeholders Manage a pursuit pipeline including up-to-date recording and regular reporting on the status of various federal pursuit opportunities Liaise with project teams to identify and manage partnerships with state and local agencies in pursuit of federal grant opportunities Lead development of proposal development tools and templates and other resources Requirements

Qualifications:

4+ years of business development experience in full lifecycle of Federal capture from opportunity identification to the development and submission of compliant and winning proposals. Track record of success winning government work either directly or through prime contractors. An understanding of the FAR and Government procurement process and vehicles. Experience sourcing and writing to government proposals via SAMS.gov and other platforms Must be a self-starter with the ability to show initiative/anticipate work that needs to be completed. Demonstrated proficiency in computer skills especially of MS Word, PowerPoint, Excel, and Outlook. High comfort level in dealing with executive level decision makers with poise, tact, and diplomacy. Excellent time management skills, strong attention to detail, and ability to learn quickly. Strong drive, work ethic and communication, analysis and presentation skills. Knowledge of the federal acquisition process, procedures, and associated regulations. Strong problem-solving skills and ability to creatively develop new project ideas Working as part of a collaborative team with a record of increasing responsibility over time. Communicating clearly and persuasively using multiple verbal and written formats (e.g. PowerPoint, memos, emails) Experience using and managing customer relationship management systems
