The Senior Director, under the guidance of the Associate Vice President, provides direction to our Housing Services in all aspects of operations. In this role, you will ensure services, facilities and staffing meet LSS's commitment to excellence.
Job Summary:
Provides direction to the Line of Service (LOS) at their assigned service locations in all aspects of operations. This position ensures services, facilities and staffing meet LSSMN's commitment to excellence.The Senior Director links service operations to the LSSMN Five-Year Plan and provides strong leadership to their Line of Service in accordance with the organization's objectives.Provides oversight for housing units owned by LSS.
Scope of Position:
Oversee Housing Services throughout the state of MN. Manage a variety of funding sources and services focuses in the line of service (prevention, long term homeless, mental health services, rehousing, etc.)
Major Responsibilities/Activities:
Program Development & Community Relations - 35%
Provide overall statewide leadership and management for Housing Services and effective stakeholder relationships to achieve service location and LSSMN goals and objectives. Stakeholders include the community, congregations, funders, volunteers, elected officials, etc.Provide overall leadership for strategic direction and development of new opportunities for Housing Services.Develop, manage, and monitor line of service operating budget and meet or exceed budget targets.Evaluate current activities in all housing services for effectiveness, market need, growth potential, quality of service, and financial viability.Work with line of service directors, LSSMN operations team, co-senior directors, and Support Service functions (i.e. Development, Finance, IT, and Human Resources), to select and implement services that will meet the needs of the service location, community and LSSMN.Provide leadership to line of service directors to recruit, retain, and motivate a competent and committed staff to meet client needs and achieve service location and LSSMN objectives, champion and implement the Five-Year Plan.Manage the assigned service locations in a manner that achieves LSSMN objectives in a fiscally responsible manner, providing leadership to community/congregational leaders, funders, and staff teams for short and long-term financial development.Ensure Line of Service and LSSMN strategic objectives are achieved, including service acquisitions and implementation of new acquisitions into LSSMN operations and culture of excellence.Lead line of service financial development goals.Provide oversight to Property Management function for Park Avenue Apartments, Journey Homes, Courtyard Townhomes and Duluth CFCL apartments.
Program Operations & Quality Assurance - 25%
Ensure programs follow contractual requirements; develop and enforce procedures and program guidelines and stay informed on relevant laws, regulations, requirements, and changes in the program.Function as a member of the management team which has responsibility for the following areas: LSS policy and procedure development and implementation, Continuous Quality Improvement (CQI) and Q Reviews, certification process for agency accreditation (COA).Ensure compliance with MN Housing for all related properties including Park Avenue Apartments, Courtyard Townhomes, Duluth CFCL and Rezek House.
Financial Management - 20%
Negotiate contracts with various federal, state, county and local agencies (such as HUD, MN Housing, MN DHS, Hennepin County, City of Minneapolis, etc).Reconcile statistics regarding program usage with reports from funders to maintain program accountability and ensure reaccreditation by COA.Write proposals and applications to create and renew programs.Develop and manage annual budget for program(s) and regularly monitor program budgets to ensure appropriate spending of contract funds.Plan and implement new services that keep LSS on the cutting edge of services for Housing LOS.Ensure operational processes stay within agreed upon budgets and timelines.
Human Resource Management - 10%
Oversee all aspects of personnel management, including salary administration, benefits, performance management, hiring, training, terminations, etc.Lead regular team meetings with direct reports and other staff as necessary.Mentor, coach and develop employees.Build and foster a functional, cohesive team and align program leadership to ensure inclusivity and innovation. Promote internal and external teaming efforts and support cross-service program development and training.Affirm and increase diversity and support the LSS antiracism objective and Alive Workplace.Conduct monthly staff meetings.Assess and assign work to immediate staff.Provide guidance and supervision to staff to identify task prioritization.Conduct yearly performance reviews and establish SMART goals for each employee.
Marketing - 5%
Design and implement marketing plans across programs and services; sustain and grow collaborative relationships with congregations, agencies, counties and other community resources.
Collaborations with Central Services - 5%
Work collaboratively with all areas of Central Services (marketing, development, information technology, finance, accounting, property management, compliance and human resources) to create a shared value proposition that drives efficiency and increases growth and profitability.
Supervisory Responsibility:
Direct Reports: 2 FTE's, including Program Directors.Indirect Reports: 40 (33.0 FTE's), includes Senior Program Manager, Program Manager, Program Coordinator, Lead Case manager, Case manager, Housing Navigator, and Housing Specialist.
Budget Responsibility:
The annual budget is approximately $2 million with approx. 1,100 clients served. The incumbent has an overall responsibility to develop and monitor budgets for the breadth of services. S/he will also be responsible for monitoring budgets and take corrective actions as necessary.
Qualifications & Requirements:
Bachelor's degree in social work or related field or equivalent experience is required; Master's Degree preferred.At least 5 years of experience in directing/managing program services and finances is required.Knowledge of cross-cultural counseling and a thorough understanding of the refugee experience.Experience in social ministry, service development, grants writing, collaborations and organization development is desirable.Experience working with and supervision of a multi-cultural staff.An in-depth knowledge of housing.Experience writing & developing proposals.A driver's license is required.Statute 148.A-Sexual Contact clearance is required.
