JOB DESCRIPTION

Job Summary

The City of Bluefield is seeking a City Clerk/Human Resources Director to maintain official city records, administer city regulated licenses, coordinate and administer elections held within the city, and to plan, manage, and oversee activities and operations of the Human Resource Department. The City of Bluefield operates under the guidelines of the City Charter and Code of Ordinances. Within the Code of Ordinances, the City has established a council-manager form of government. The City Clerk is appointed by the City of Bluefield Board of Directors to be the custodian of all city records and legal documents. The City Clerk must be a resident of Mercer County.

Duties/Responsibilities

Custodian of all official records and legal documents for the City of Bluefield.

Prepares agenda packet, notices and minutes for the Board of Directors and various commissions in accordance with City of Bluefield Code of Ordinances. Support the Board of Directors by ensuring: (1) All required legal notices, including agendas, minutes, and marked agendas, are posted in compliance with State law and City policy; (2) accurate accumulation, preservation, and accessibility of official City documents and the City Code; (3) accurate and timely preparation of Board of Directors meeting minutes; (4) accurate recordkeeping and timely facilitation of the application and appointment process for the City's appointed public bodies; maintain City of Bluefield Historical Information- hard copy and digital; and (5) administrative support to the Board of Directors.

Support the Board of Directors by conducting the City of Bluefield municipal elections; preserving the integrity of election procedures; encouraging participation in the democratic process; and serving as the campaign finance filing officer for all Bluefield municipal elections.

Certify all legal documents, coordinate codification and distribution of supplements/ordinances to Municode, administer the Oath of Office for all departments, supervise and order testing material for the Fire and Police Departments and provide service as the Notary Public for the City.

Prepare notices and mailings of all Notices to Appear, Formal Hearings, Notices of Lis Pendens, Standard Order of Demolition and Legal Ads to the Bluefield Daily Telegraph.

Prepare, post and file meeting agendas and packets of related information for Zoning Commission, Building Commission, Planning Commission, Police Citizens Review Board, Police and Fire Civil Service and various other commissions and boards.

Receive applications from and certify compliance by businesses and professionals seeking licenses to work in the City.

Responsible for all legal advertisement and public postings.

Provides information and assistance to the public on request. Assists them by answering questions, researching records, directing them to the appropriate person or recording and transmitting messages to city staff or officials

Collaborate with senior leadership to understand the organization's goals and strategy related to staffing, recruiting, and retention.

Plans, leads, develops, coordinates, and implements policies, processes, training, and initiatives, to support the organizations human resource compliance and strategy needs.

Administers or oversees the administration of human resource programs including but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, and training and development.

Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.

Monitors and ensures the organizations compliance with federal, state, and local employment laws and regulations, and recommend best practices; reviews and modifies policies and practices to maintain compliance.

Maintains knowledge of trends, best practices, and regulatory changes in human resources and employment law; applies this knowledge to communicate changes in policy and practice

Performs other tasks as assigned.

Skills/Abilities

Excellent verbal and written communication skills.

Excellent organizational and time management skills.

Familiarity with relevant federal, state, and local laws.

Excellent working knowledge of Microsoft Office and basic computer skills.

Good clerical skills to include typing, faxing, scanning, and note taking.

Ability to work independently.

Physical Demands

Use of hands to handle, control, or feel objects, tools, or controls.

Stand and sit for long periods of time.

Prolonged periods of time sitting at a desk and working on a computer.

Must be able to lift up to 20 pounds at a time.

Education

A college degree in Business Administration, Public Administration, or Human Resources or related field is preferred.

Municipal office administration experience preferred.
