link/button.Working Title: Director of Workforce Development and Community EducationBrief Position OverviewThe Director of Workforce Development reports to the Dean of City College and carries primary responsibility for the planning, growth, and development of learning opportunities in a broad portfolio that includes, but is not limited to Workforce Development, Continuing Education, and Grant opportunities at City College.Duties and ResponsibilitiesSUMMARY:

The Director will administer the daily operations of this portfolio and will assess the needs for new and additional educational offerings; work with faculty and trainers to develop course outlines and content of classes and programs; maintain liaison with academic and industry disciplines; identify and recruit faculty; arrange class locations and use of off-campus sites; arrange and develop budgets and funding resources; analyze costs; and evaluate effectiveness of programs. The Director will identify specific goals and outcomes, assess the progress toward the attainment of the goals, and utilize assessment data to revise procedures and processes, to more effectively achieve the goals and outcomes for the office.Program DevelopmentAccountable for determining needs for new, revised, and/or existing programs to strategically develop, implement, and evaluate plans that meet program enrollment and revenue objectives.Evaluation of industry sectors for market penetration strategies, based on market research and competitive analysis of similar programs in the assigned industry area.Proactive strategic planning for developing and growing newly established programs by leading brainstorming sessions with academic departments, economic development councils, and other community workforce associations.Promote and support the development of effective and innovative programs, strategies, methodologies, technologies, and practices. Evaluate and measure effectiveness and impact of the program portfolio.Lead by building and supporting effective teams, encouraging collaboration, and empowering others.In collaboration with the Dean, develop and lead training initiatives.Developing/applying procedures needed for program development in relation to internal/external approval timelines.Develop and expand program offering to create a self-supporting financial model for the programs and Workforce Development office.Responsible for managing the development process and delivering programs to include:Program design and structureMarket analysis and assessment of program viabilityRecruitment and hiring of instructors including MSUB faculty and instructors from industryCooperate with unit sponsors to recruit, select, train, evaluate, and support qualified trainers to deliver programs and trainingEstablishment of program budgets in conjunction with the MSUB finance and accountability for meeting program revenue and enrollment targetsImplementation of established marketing plan for programsDevelopment of program evaluation metricsNegotiating contracts and agreements with colleges, departments, faculty, independent contractors, and vendors, in collaboration with the City College Dean and Vice-Chancellor of Administration and Finance.Coordinating and leading quarterly program reviews to evaluate and improve programs and update content.Leading staff and directing program operations and logistics for self-support and grant-funded programs.Review and approve outreach events for continuing education units (CEUs).Building RelationshipsBuild and maintain good working relationships with college, university, and community constituents to identify opportunities and partnerships for community engagement activities including continuing education, customized training, and workforce development.Proactively initiate and maintain relationships/collaborations with outside agencies, employers, organizations, and other educational providers. Assist external partners with development of training and/or classes.AdministrationAdminister the overall operation, budget, and workflow of the workforce development office.Oversee the use of AceWare (or other appropriate software) for registrations, course building and management, and program reporting.Review of internal and external processes for modifications and improvements.Work collaboratively with campus personnel and other relevant stakeholders involved in sponsoring or supporting related programs.Research and development of grant opportunities to support continuing education and workforce development.Serve on appropriate campus and community boards and committees.Ensure compliance of MSUB procedures and policies.Ensure compliance with all accreditation standards for specified programs.As needed, other duties as assigned.SupervisionThe Director is responsible for supervising all staff and non-credit instructors for the Workforce Development Center.Required Qualifications – Experience, Education, Knowledge & SkillsBachelor’s degree in business, management, education, higher education, or related field.Experience Required:Equivalent to three years’ experience in planning classes and curriculum for higher or extended education or corporate programs and including developing resources, budgets, and marketing plans.Ability to develop/manage complex projects from concept to implementation, preferably in a higher education environment.Ability to develop curriculum.Ability to determine needs for new, revised or existing programs, developing course content with instructors and managing program logistics to analyze enrollment and financial data.Ability to develop budgets and manage revenue responsibility against annual program and enrollment quotas/objectives.Ability to communicate complex ideas clearly to diverse audiences. Highly organized and motivated for independent work.Proficient in the use of technology, especially Microsoft Office software applications.Experience in building partnerships with various constituencies.Preferred Qualifications – Experience, Education, Knowledge & SkillsMaster’s degree in business, management, education, higher education, or related field.Equivalent of five years of administrative experience in one or more of the following areas – continuing education, corporate training/professional development, entrepreneurship, organizational management/leadership and strategic implementation of products/services, or a related field.Experience working with and acquiring grant funding.Experience supervising staff.Experience in recruiting and maintaining an active cadre of leading instructors.Ability to develop and implement promotional strategies.Develop partnerships and working relationships both internally and externally to the organization and represent MSUB.Ability to lead, manage, and support a diverse group of employees in a collaborative, shared leadership and team environment.Experience with employer and community outreach to determine workforce needs.Montana State University Billings is committed to providing a working and learning environment free from discrimination.
