The California Maternal Quality Care Collaborative (CMQCC), housed in the Department of Pediatrics (Neonatology and Developmental Medicine) at the Stanford University School of Medicine, is seeking a Research Administrator 2 to work under minimal supervision to support the Health Resources and Services Administration (HRSA) Maternal Health Innovation Grant. This 5 year, $10 million federal award is administered by CMQCC/Stanford School of Medicine, under a shared governance structure made up of 4 organizations: CA Maternal Quality Care Collaborative (CMQCC), CA Office of the Surgeon General (CA-OSG), CA Department of Public Health - Center for Family Health/MCAH Division (CDPH), Department of Health Care Services (DHCS). Also known as the California Maternal Health Innovation Program, this HRSA-funded work shall develop, implement and evaluate a strategic plan through a state level California Maternal Health Taskforce that seeks to bring together systems through innovative approaches to prevent and reduce risk for populations in California at highest risk for severe morbidity and mortality.The Research Administrator 2 will report to the CA MHI Program Associate Director and work closely with CMQCC / CPQCC Executive Director to ensure that HRSA Grant deliverables and reporting meet standards and deadlines. The scope of responsibility will include supporting budget and grant reports, coordinating and supporting CA Maternal Health Taskforce meetings and other large convenings virtually and across the State, launching and overseeing a new Community Innovation Grant program and coordinating and managing various projects related to HRSA grant deliverables as directed. Experience with and working knowledge of HRSA/Federal Grant practices, Stanford University processes and policies and/or demonstrated experience in tracking complex processes for State and/or Federal awards for the purposes of grant management is a plus.The ideal candidate is an organized self-starter who enjoys working with complex processes, answering complicated questions, and working with people from a variety of organizations, and has a passion for improving the well-being of families in California. We are most interested in the requirements around grant administration and reporting, contract and project management.Duties include:Participate in the preparation and execution of the administrative components of the grant within parameters of sponsored and non-sponsored research guidelines.Oversee, implement and communicate report submission process, both paper and electronic; review documents for completeness and compliance.Develop, prepare, and finalize project budgets, and provide budget justification.Serve as liaison and active partner between the federal sponsor, CMQCC, Office of Sponsored Research, research groups, and other departments; respond to sponsor inquiries.Process travel reimbursements, honoraria and other financial activities.Collaborate with Office of Sponsored Research to ensure awards are set up properly and cost-sharing requirements are fulfilled; initiate cost transfers.Review and approve expenditures, advise on post award spending and commitment activity, and oversee compliance related to funding community MHI Innovation Grant Awards.Participate in yearend grant closeout process; submit final reports. Compile information and documents needed for audit inquiries.Understand, apply, and advise on university and government policies for projects.Serve as a resource on subject area and overall technical resource to principal investigator and other university staff.Participate in and contribute to process improvements. The Department collectively and publicly commits to continuously promoting anti-racism and equity through its policies, programs, and practices at all levels.DESIRED QUALIFICATIONS:Experience with Federal and State grant coordination, reporting and administration (not implementation or evaluation).Demonstrated experience with project management tools, skills, principles and/or platforms.Demonstrated experience preparing for, supporting and coordinating meetings with executive level leadership.EDUCATION & EXPERIENCE (REQUIRED):Bachelor's degree and three years of job-related experience, or combination of education and experience.KNOWLEDGE, SKILLS AND ABILITIES (REQUIRED):Basic knowledge of governmental regulations.Ability to understand, interpret, and communicate policies and procedures.Excellent oral, written, and communication skills.Excellent analytical skills; demonstrated proficiency in Excel and web-based tools.Strong accounting skills; knowledge of accounting principles.Ability to complete Cardinal Curriculum I and II within first year in role.Knowledge of Stanford contracting, procurement needs, including sole-sourcing, cost analyses, vendor requirements, and small business reporting.Knowledge of property management requirements related to Stanford or non-Stanford title of equipment and fabrications.Competency in project management.Extreme attention to detail.Ability to work well independently, but also to seek or offer assistance when needed.Ability to review a proposal or manage a project with understanding of the overall scope and goal of each sponsored project.Excellent time management and organizational skills.CERTIFICATIONS & LICENSES:Cardinal Curriculum I and II must be completed to remain in this position.Certified Accountant or Auditor or similar credential desired.PHYSICAL REQUIREMENTS*:Frequently sit, grasp lightly, use fine manipulation and perform desk-based computer tasks, lift, carry, push and pull objects weighing up to ten pounds.Occasionally stand, walk, grasp forcefully, use a telephone, write by hand and sort and file paperwork or parts.Rarely lift, carry, push and pull objects weighing 11-20 pounds.* - Consistent with its obligations under the law, the University will provide reasonable accommodation to any employee with a disability who requires accommodation to perform the essential functions of his or her job.
