Job purposeThe Operational Order and Concept Planner will provide technical support to MARFORPAC for all official exercise activities, in order to support recommendations for the design, planning, preparations, execution and evaluation of joint, combined, and Service level exercises with the purpose to rehearse plan-based tasks and train operational commanders and staffs. The Operational Order and Concept Planner may serve in duties directly related to campaign planning, competition planning, and/or Theater Joint Force Maritime Component Command (TJFMCC) planning.
Duties and responsibilities
Assist leadership to incorporate Operations Plan/Concept Plan (OPLAN/CONPLAN) requirements and/or theater/service specific priorities/objectives into each exercise/event.
Analyze DoD/Service-level direction, doctrine, emerging Naval, Joint and Service concepts, and Commanding General, MARFORPAC’s operational objectives and make recommendations on force development enhancements to MARFORPAC concepts, capabilities, and technologies.
Analyze MARFORPAC level strategic and long-range plans and operating concepts, and resource-to-training readiness and make recommendations on staffing of MARFORPAC force development initiatives.
Provide SME support for optimization of force formation, manning, training, equipping, and employment.
Advise on the planning, coordination, and facilitation of MAGTF Development conferences, working groups, operational planning teams, and meetings.
Review and support the execution of OPLANs and CONPLANs, incorporating their requirements/objectives into exercise design and the MAGTF Development Program.
Analysis and recommendations for the MARFORPAC Campaign Order, MAGTF Development Program, PME program, and Training Exercise Employment Plan.
Assist in planning and coordinating the MARFORPAC Campaign Order Assessment Summits.
Conduct scheduled in-progress reviews, confirmation briefs, and exercise event evaluations; participate by answering questions and providing input to topics; prepare and deliver associated meeting minutes.
Arrange and facilitate After-Action Review (AAR) and lessons learned meetings. Attend LOO and LOE working group meetings as the G-3 representative.
Produce trip reports.
Qualifications
Demonstrated knowledge of military doctrine, tactics, and command relationships at MAGTF or Joint/combined command level required.
Possess a thorough knowledge of USMARFOR operations in relation to OPLANs/CONPLANS and exercise scenarios in the Pacific.
Advanced proficiency with groupware applications (SharePoint, MS Teams) and the Microsoft Office suite (Word, Power Point, Excel, etc.).
Advanced proficiency in written and verbal communication.
Education
Six+ years of experience and a BA/BS is required, MA/MS degree preferred.
Attended Professional Military Education appropriate to rank at time of separation or retirement from the uniformed service.
Years of Relative Work Experience
Experience on a 3 Star or 4 Star staff is desired.
Clearance
A TS/SCI clearance is required for this position.
Other
Travel may be required.
Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.
