Description
Professional, management level position that provides comprehensive assistance to the Director of Human Resources (HR) in the administration of human resources policies and procedures including compensation, employee benefits, recruitment, engagement, employee relations, training, performance management, and special work programs. The position works within broad policy and organizational guidelines and reports progress of major activities through periodic conferences and meetings. Reports to the Director of Human Resources.

Manages daily operations of several functional areas within Human Resources; performs all related administrative and professional work as required.
Supervises assigned staff: Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; and coordinating activities.
Manages, reviews, and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.
Assists in formulating and administering departmental policies, procedures, and controls.
Monitors changes and ensures compliance to all federal, state, and local laws governing human assets.
Assists the Human Resources Director with the grievance program as well as other programs and services as assigned.
Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new products, methods, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
Performs duties of Human Resources Directoras required in his/her absence.
Exercises authority as provided under the personnel policies to include policy development, interpretation and enforcement.
Communicate information in relation to compliance, procedures and providing recommendations to increase employee productivity and engagement.
Identify and review employee trends and initiate changes/improvements to processes and/or procedures to ensure positive outcomes based on analysis.
Foster and maintain positive relationships with all employees, serving as an interface between employees and Human Resources to ensure effective communication and delivery of employee programs.
Assist with workplace investigations as needed.
Liaises between departments and Human Resources to facilitate and ensure effective, efficient, and consistent service delivery.
Establish and maintain collaborative and impactful professional partnerships; build credibility and trust by aligning goals and objectives with the appropriate HR programs and services.
Provide consultation, guidance, coaching solutions to managers and supervisors to ensure appropriate handling and resolution of employee issues or concerns.
Partner with managers/supervisors to develop key strategies to attract, develop, and retain top talent.
Attend department/division staff meetings to address and answer all questions pertaining to Human Resources.
Analyze working environments, organizational culture, staffing levels, benefit offerings, market compensation on a continual basis to improve operations and decrease turnover.

Minimum Qualifications
Bachelor's degree in human resources management, Business Administration, Public Administration, Human Resources Management, or a closely related field, and eight (8) years progressively responsible experience in Human Resources.
Professional Human Resources (PHR) certification preferred.
A comparable amount of education, training, or experience may be substituted for the minimum qualifications.
Additional Requirements
Must possess and maintain a valid Florida Driver's License.
Demonstrates integrity, sound judgment, ethical and professional behavior.
Must have experience administering FMLA and ADA programs and processes.
Knowledge of human resources management theories, principles, methods, and practices.
Knowledge of principles of government organization and administration.
Knowledge of human resources policies, procedures, systems, processes, and laws and regulations.
Expertise in coaching and counseling managers and employees.
Ability to communicate effectively, with all levels of the organization.
Skill in Microsoft computer-based software applications (Word, Excel, Outlook, PowerPoint, etc.)
Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
Must be able to travel to various County locations.

Paid Time Off:
New full-time employees accrue 20 days per year of Paid Time Off (16 days for 24-hour shift personnel). New part-time employees accrue 83 hours per year of Paid Time Off. Accrual rates increase with service time.

We observe 12 paid holidays which includes an employee birthday holiday and a floating Work/Life Day.
Bereavement Leave:
Employees may receive up to one week paid leave per fiscal year for absence due to the death of an immediate family member.
Florida Retirement System:
All employees in regularly established positions are automatically covered from the first day of employment. Seminole County makes contribution on behalf of the employee and the employee is also required to make a 3% contribution.

Life and Accidental Death & Dismemberment Insurance for employees, equal to one times annual salary. Not extended to part-time employees.
Long-Term Disability:
Provides 60% of salary after 6 months of disability. Not extended to part-time employees.

Employees may choose to have pre-tax payroll deductions made for deposit into this savings plan up to an IRS-established maximum.
