CITY OF LOS ANGELES TASK ORDER SOLICITATIONThe City of Los Angeles (City) seeks a Website Developer and Application Developer for the continued development and maintenance of the Economic and WorkforceDevelopment Department's applications and public facing websites.

BACKGROUNDThe Economic and Workforce Development Department (EWDD) aims to enhance its digital capabilities by adding a Website and Application Developer to the Department. With this strategic addition, EWDD will be able to further develop and maintain its public-facing websites and web applications, ensuring these platforms are not onlycurrent but also innovative and highly functional. The inclusion of a dedicated developer will enable the department to efficiently meet its evolving business requirements for public and agency web postings and critical data reporting. This new role will significantly bolster EWDD's capacity to provide timely updates, implement new features, and uphold the highest standards of functionality and security. By investing in this expertise, EWDD will greatly improve its digital infrastructure, ultimately improving service delivery, stakeholder engagement, and compliance with regulatory standards.The introduction of a Website and Application Developer represents a forward-thinking step towards achieving the department's mission to serve the community with excellence and efficiency.

DELIVERABLES - Application Programmer

The City is seeking an individual to take on the responsibilities outlined in the deliverables. This role requires someone who is detail-oriented, technically proficient, and dedicated to maintaining and enhancing our in-house application systems. As part of our team, this individual will play a crucial role in ensuring the smooth operation of critical systems. Additionally, they will collaborate with division leads to developweb-based applications that meet the evolving needs of our department.

Deliverable 1: Maintain EWDD In-house Application Systems - The selectedindividual will be responsible for the ongoing maintenance and enhancements of several critical systems within the EWDD (Employment and Workforce DevelopmentDepartment). Specifically:CTS (Case Tracking System)

: Continuously update and enhance the CTS, ensuring smooth case management and efficient tracking of clientinteractions.

FRMS (Financial Reporting Management System)

: Maintain and optimize the FRMS, which handles financial reporting and data analysis.Day Labor System

: Troubleshoot and address technical issues related to the Day Labor system, ensuring seamless operations for day labor programs.FMD Scorecard System

: Regularly update and improve the FMD (Financial Management Division) Scorecard system, providing accurate financial performance metrics.dditionally, the chosen individual will offer end-user support for all web-related matters, assisting users with any system-related queries or issues.

Deliverable 2: Development of Web-Based Applications & Reports for the EWDD-

In this role, the individual will collaborate closely with division leads to enhance reporting capabilities. Key responsibilities include:

Consultation

: Engage with division leaders to discuss and recommend changes to reporting requests. Understand their needs and tailor reporting solutions accordingly.System Requirements Gathering

: Collect detailed system requirements for creating user-friendly interfaces. Understand business rules and translate them into functional requirements.Deliverable 3: Upkeep of Web-Based Application Platform

- The individual will play a crucial role in maintaining the stability and security of the EWDD's web-based applications:

Security Compliance

: Collaborate with the Information Technology Agency (ITA) to ensure that all applications adhere to City of Los Angeles security guidelines and policies.Software Maintenance

: Regularly update the web application environment, keeping it compatible with EWDD platforms. Stay informed about software versions and compatibility to ensure seamless operations.QUALIFICATIONS - Applications Programmer

4 year college degree majoring in computer science or information systems2+ years working with ColdFusionDatabase integration with Oracle, SQL, HTMLKnowledge of Linux, Network Connectivity, DNS, TCP/IP, PL-SQL, AJAX, Fusebox

EVALUATION CRITERIA

The proposals shall be evaluated based on the following criteria and their assigned weights:Technical Skills (Coding & Problem Solving) 40%Previous Experience (Relevant Projects) 25% Problem Solving (Adaptability with changing requirements/technology) 20% Project Management Skills (Timeliness, Attention to Detail) 10% Cost Efficiency (Price of Project) 5%ESTIMATED TIMEFRAMEThe length of engagement will be for an 18-month period, Estimated Start Date: 1/1/2025Estimated End Date: 6/30/26

TASK ORDER PROPOSALS

Consulting firms with current Master Agreements with the City Planning are invited to submit a brief proposal indicating their interest in this project. The letter of interest, resume, and portfolio of projects from the last two years must be submitted electronically to the attention of Andrew Wong in the Economic and WorkforceDevelopment Department at ndrew.a.wong@lacity.org by 5:00 p.m. PST by August 30th, 2024Your submission must include the following documents:

Letter of Interest:Technical skills, project management skills, and general approach to be used for the feasibility analysis and implementation project.Project fees, which can be based on hourly fees as defined in the Master Agreement or on acceptable deliverables.

Resume:1. Technical skills and previous experience with related projects.

Portfolio:1. Details of projects relevant to the scope of this Task Order Solicitation within the last two years. The portfolio should be shared as a Google folder.
