The Senior Executive Director of Demographics leads the strategic planning, analysis, and management of the school district’s enrollment projections, real estate functions, special projects, and the review of socioeconomic land blocks. This role ensures alignment of facilities and property management with student population trends, district growth goals, and fiscal prudence. The Senior Executive Director collaborates with internal and external stakeholders to drive data-informed decision-making, optimize resources, and advance equity and access to high-quality education facilities across the district.MAJOR DUTIES & RESPONSIBILITIES

Strategic Leadership:• Develop and implement strategies to enhance the effectiveness and efficiency of central office supports.• Provide visionary leadership to ensure alignment with the school system's goals and objectives.• Foster a collaborative and supportive work culture that promotes innovation, teamwork, and continuous improvement.Demographic Analysis and Planning:• Lead demographic research to analyze trends in population growth, student enrollment, housing development, and neighborhood changes.• Forecast enrollment at the district and school level to guide strategic planning for staffing, facility needs, and program allocation.• Collaborate with academic, planning, and transportation teams to assess demographic shifts and ensure equitable access to educational resources.Data Science and Analytics:• Direct a data science team in the development of advanced analytical models that support strategic decision-making and financial planning.• Utilize data-driven insights to optimize resource allocation, operational efficiency, and cost management across the district.• Implement best practices in data governance, data security, and reporting to ensure data integrity and reliability for district planning purposes.Geographic Information Systems (GIS):• Lead the GIS team in the development, maintenance, and utilization of spatial data to support district planning, resource allocation, and demographic analysis.• Oversee GIS mapping and visualization tools to provide accurate, accessible data insights to district leadership, the community, and stakeholders.• Integrate GIS data with real estate and demographic analysis to support site planning, redistricting, and boundary analysis.Real Estate Management:• Oversee and execute the strategic acquisition, management, leasing, and disposal of district properties to support educational, administrative, and operational objectives.• Conduct property assessments, negotiations, and partnerships to optimize the district’s real estate investments and long-term portfolio.• Collaborate with district leadership to identify growth opportunities and develop recommendations for facility expansion, renovation, and site selection.• Develop and implement policies related to property use, compliance, and financial returns, ensuring alignment with district policies and legal requirements.Leadership and Team Development:• Lead a multidisciplinary team of analysts, planners, and data scientists to achieve goals aligned with district priorities.• Provide coaching, professional development, and mentorship to build the team’s expertise in real estate, demographics, data science, and GIS.• Promote a culture of continuous improvement, innovation, and data-driven decision-making within the department.EDUCATION

Bachelor’s degree in real estate, Urban Planning, Data Science, Geography, Economics, or a related field; Master’s degree preferred.WORK EXPERIENCE

7+ years of extensive experience in senior leadership positions within a school system or educational organization. Experience with GIS applications, demographic analysis, and spatial data integration is essential.SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

Strong analytical and quantitative skills with the ability to interpret complex data and provide actionable insights. Knowledge of zoning, land use regulations, property valuation, and urban planning principles. Expertise in data science methodologies (e.g., predictive modeling, data visualization, machine learning) and proficiency with relevant software (e.g., SQL, Python, R). Familiarity with GIS platforms (e.g., ESRI ArcGIS) and experience in spatial analysis and mapping. Strong knowledge of administrative functions, policies, and regulations related to K-12 education. Proven track record of strategic planning, organizational development, and change management. Exceptional communication and interpersonal skills to build effective relationships with diverse stakeholders. Demonstrated ability to lead and inspire teams, fostering a positive and inclusive work environment. Strong analytical and problem-solving skills with a focus on data-driven decision-making. Knowledge of financial management principles and budgeting processes. Familiarity with educational technologies and their integration into administrative functions. Ability to multitask, prioritize, and meet deadlines in a fast-paced environment.LEADERSHIP RESPONSIBILITIES

Strategic oversight for multiple departments and/or a major division or for the entire district. Provides strategic direction and develops long-range plans which impact multiple departments or divisions. Using in-depth knowledge of multiple disciplines, identifies and evaluates high-impact issues, and provides strategy and direction to a major functional area or multiple departments. Establishes programs and policies, and ensures integration of operational objectives across multiple, major departments, program areas and possibly district-wide.WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work is non-standardized and widely varied, involving many complex and significant variables including significant time spent planning, evaluating complex solutions and issues, and negotiating outcomes. Strong analytic ability and inductive thinking are frequently required to devise new approaches to situations where previously accepted solutions have proven inadequate. Position regularly makes recommendations to management on areas of significance to the division. Supervision received typically consists of providing periodic coaching, advice and feedback.BUDGET AUTHORITY

Decisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect multiple departments across HISD. Decisions have considerable impact to multiple divisions or the district causing risks or improvements to relationships, significant efficiencies or delays in operations, and/or significant financial gains or expenses. Negotiate and influence - interprets department strategies and services, resolves conflicts, influences outcomes on matters of significance for the division, conducts final negotiations and coordinates approvals/decision making below the executive level. Leads others in the resolution of highly sensitive and confidential issues on behalf of the department. Acts as a trusted advisor, and becomes involved in the customer's decision making process including presenting alternatives and information and applying persuasion and negotiation skills in the resolution of problems.
