Incomplete applications will not be considered for this position.Under direction of the Public & Government Affairs Manager or designee, will be responsible for researching, writing and coordinating the grant application and performance process. This individual identifies and develops viable projects, programs and partnerships to meet the stated priorities and goals of the agency. They assess public health program needs; identify funding sources; create and maintain materials for a grant's library; and develop, track and report on grant performance and processes. The individual will provide technical assistance by advising program managers and staff regarding potential funding sources, resource development issues and strategies.Individuals assigned to this para-professional position are expected to apply sound knowledge, experience and judgement to identify grant opportunities, manage the grant development and proposal process. The incumbent will be responsible for researching the availability of both public and private grants, creating and executing a process to vet and make decisions on whether or not to apply, coordinating the grant proposal development, and applying for grants on behalf of the agency. Upon successful grant award, the incumbent will work with the program manager or designee to set up grant monitoring processes. This includes, but is not limited to, following and reporting on the grant funding process, working to assure the agency's compliance with all requirements for receiving the grant, coordinating the completion of grant-specific reports, monitoring for grant continuation opportunities, and supporting grant close-out activities. Work is performed under general supervision. Supervisor defines objectives, priorities, and deadlines; and assists incumbent with unusual situations, which do not have clear objectives or precedents. Incumbent plans and carries out assignments and handle problems and deviations in accordance with experienced judgment, instructions, policies, procedures and/or accepted practices. Work is evaluated for technical soundness and conformity to practice and policy. Job Duties Identifies and develops viable projects, programs and partnerships to meet the stated priorities and goals of the District. Writes high-quality grant proposal narratives, applications and supporting documents. Responsible for researching, collecting data, and writing of each grant. Works with Management staff to compile financials and data. Manages the proposal submission process to ensure timely submission of all require materials. Develops and maintains a proposal calendar. Coordinates and follows up on the progress of submitted proposals. Develops an annual grants strategy. Provides technical assistance to District staff regarding potential funding sources, resource development issues and strategies. Associated Duties: Performs other duties as assigned. Knowledge of principles of grant funding accounting, budgets, contracts, procurement, and records management. Knowledge of Washington State public health laws and regulations.Knowledge of modern office procedures, methods and computer equipment. Skilled in understanding and applying grant program standards, Federal and state rules and regulations. Skilled in analyzing and compiling technical and statistical information to prepare grant proposals and technical reports. Skilled in writing with proper knowledge of grammar. Skilled in handling highly confidential matters with discretion. Skilled in organization, coordination and scheduling of multiple tasks and projects. Skilled in presenting to Ability to establish and maintain effective work relationships with staff and external partners. Ability to understand the project requirements, the District, Divisions, programs and its functions. Ability to use initiative and independent judgement within established procedural guidelines. Job Location, Working Conditions and Equipment Utilized: Work is performed in a variety of settings, such as an office cubicle and various community-based settings utilizing agency vehicles, telephones, audio-visual equipment and other standard office equipment including a personal computer. The incumbent will generally work in an office setting or out in the community at various settings. The noise level in the work environment is usually moderate. Work may include traveling to community organizations such as schools, hospitals, clinics and social service agencies; other travel may include local or statewide for meetings and other forums. Travel may be required to locations both in and out of the County, including some early morning and evening meetings, with potential for overnight travel for state meetings.Required Physical Traits: The physical demands described below are representative of those that must be met by an employee to successfully perform the essential functions of the job. Required to use hand to eye coordination, handle, feel or operate objects, tools, or controls.May involve occasional kneeling, squatting, crouching, stooping, crawling, standing, bending, climbing (to stack, store or retrieve supplies or various office equipment or files). The incumbent is frequently required to stand and/or walk for extended periods of time; walk on uneven surfaces; sit; climb or balance; stoop, kneel crouch, or craw; and smell in the performance of field and office duties. Duties require the incumbent to carry supplies and/or equipment up and down stairs as well as into and out of a vehicle on a daily basis. Lifting and carrying up to 20 pounds is required continuously, and up to 50 pounds occasionally. Requires ability to drive an automobile and/or have sufficient mobility to access various work locations. Requires the ability to communicate with others orally, face to face and by telephone.
