Job Summary:
The BOP Procurement Lead, will provide support to the Procurement department by managing multiple competitive bid processes, including negotiating contracts for all services related to the development, design and construction of wind, solar, and battery storage large scale renewable projects. The BOP Procurement Lead also works closely with internal stake holders such as development and engineering and construction team and shall support the procurement organization on non - project specific work such as internal reporting, strategic initiatives. You will also support Procurement's organization and process team in the supplier qualification process and additional reporting as necessary.
The position is based in Downtown Houston with a hybrid work model of 3 days in the office and 2 days from home.
Responsibilities:Support project's lifecycle at all its stages (early, mid and late development) and support other areas within the organization. This may include assistance in due diligence processes, preliminary budgets, attending site walks, supporting estimates.Attend weekly development meetings to provide updates on procurement activities and keep up to date on development and project timelines.Coordinate with Capital Equipment Procurement team on equipment delivery schedules, logistics and other key negotiated terms for main equipment to be considered in the EPC contract.Launch, maintain and close RFP's processes through Repsol's web-based system, following up each of the stages of the processes in the system.Review preliminary designs, project documentation and technical requirements and specifications to ensure that all requirements applicable to the project are incorporated and implemented in the agreements.Proactively, reviewing and leveling vendor proposals, identifying potential risks and negotiating contracts that result in the best value possibleDevelop bid packages for turn - key EPC contracts and documentation for a competitive bid process that can be used at all levels of the organization.Lead negotiation of EPC turn - key contracts.Develop draft contracts to be used at all levels of the organization, in cooperation with legal team.Identify long lead items and applicable procurement strategies and sources to secure project schedule. This may include monitoring equipment lead times and prices, follow up meetings with vendors and identifying new players in the market.Ensure all materials and equipment are ordered properly according to company's internal policy and procedures and on time.Draft formal notices and change orders.Negotiate change orders and participate in disputes throughout the project execution in cooperation with legal, construction and other areas involved.Serve as a liaison between the Procurement, Development, Engineering and Construction, Project Management, Finance, and other areas in the company.Foster and manage relationships and interfaces with contractors and suppliers during the RFP processMaintain responsibility for bid evaluations, direct supplier interaction for commercial and contractual negotiations, and contract approval prior to contract finalizationManage contract award process and develop presentations to executive management to receive approval for executing key project agreements and expenditures.Provide support to the organization and processes function including tracking supplier qualification documents for the approval of suppliers to ensure timely and accurate processing to meet deadlinesManage documentation, contracts, budgets, schedules, engineering and construction interfaces, project controls, project correspondence, and project reporting on a weekly basisOrganize and prepare agendas for meetings between suppliers and Procurement personnelMinimum qualifications:
Authorized to work in the USA for any employer without sponsorship5 years minimum in utility scale projects with experience in construction management, including experience with contract negotiation.Bachelor's degree in a Business-related field, Engineering or ConstructionExperience developing bid - packages, running bid processes, evaluating bids and negotiating turn - key contractsStrong expertise in reading and understanding technical reports and construction drawings, including civil, structural, mechanical and electrical.Familiarity with construction means and methods applicable to utility scale solar, wind and substation installations.Thorough knowledge of the competitive bid process for construction and engineering services and negotiation techniquesProficient knowledge of Microsoft Office software and familiarity with e-enabled supply chain systems (e.g SAP)Familiarity with Autocad is a plus.Competency in Analytical Problem Solving, Strong Communication, Customer/Partner Relationships, and Technology Expertise. (Preferred).Availability to travel is required.Familiarity with "e"-enabled supply chain systems (e.g., web-based systems, SAP)Strong organizational skills and ability to multi-taskWritten and verbal and communication skillsAbility to be self-motivated and high attention to detailsAbility to work in a team environment.Helpful, hardworking approach.Exemplary standards of integrity, safety, ethics, quality, and productivity
