Supervisory HR Specialist (Staffing/Classification)
The Tax Division is seeking a Supervisory Human Resources Specialist (Staffing/Classification) to supervise employees performing work at the GS-13 grade level or below: Human Resources Specialists and Human Resources Assistants. Serves as the first-level supervisor over the staffing and classification team. In addition to supervisory responsibility, the incumbent is the principal expert advisor in the area of staffing, internal placement, and position management/classification.Duties
As a Supervisory HR Specialist (Staffing/Classification) GS - 0201 - 14, you will be responsible for performing duties which include, but are not limited to the following:Supervises HR Specialists and HR Assistants. Maintains oversight of assignments performed by staffing and classification contractors.Oversees, plans, and assigns staffing, placement, and classification assignments and provides employee feedback.Develops personnel procedures for recruitment, staffing, delegated examining, merit promotion, and classification.Administers the Tax Division's Merit Promotion, Delegated Examining, SES/SL, attorney, law clerk, and student hiring programs.Oversees standard methods of recruitment such as delegated examining, merit promotion, direct hire authorities, pathways programs, reinstatement eligibles, etc.Implements technical and complex staffing and placement programs, strategies, and initiatives using new and evolving web-based technologies including, but not limited to, online applications and questionnaires, automated rating and ranking, applicant tracking, status reporting, and employee and hiring manager self-service.Provides supervision and oversight for the entrance-on-duty employment process including Federal hiring, pay setting, new employee orientation, eOPF, and coding/keying personnel actions in the National Finance Center personnel/payroll system.Initiates personnel actions and tracks the status of various personnel actions from origination to conclusion.Advises management concerning other appointment options such as Veterans Readjustment Appointments, Hiring individuals with disabilities, Career Transition Assistance Program, or similar programs.Serves as the technical expert for administering, implementing, and evaluating all position classification programs for the Tax Division.Develops, interprets, and analyzes data extracts and reports from automated HR databases and/or develops the most effective automated systems for presenting HR reports for management.Provides on-the-job training to staff in the areas of staffing and classification support functions.Salary
$139,395 - $181,216/yearConditions of Employment
You must be a United States Citizen or National.You will need to successfully complete a pre-employment background security process pending completion and adjudication of the background investigation before you can be appointed to the position.You may be required to complete a one-year probationary period and/or a one year supervisory probationary period.A Background Investigation, Drug Test and Credit Check required.This is NOT a remote position. You will be required to work in person at our Washington, DC offices. However, some Telework may be authorized.Qualifications
To qualify for the position of Supervisory HR Specialist (Staffing/Classification) at (GS-0201-14), you must possess the required specialized experience specific to this series and grade.To qualify at the GS-14 grade level you must possess the following:One year of
specialized experience
equivalent to the GS-13 or higher grade level in the Federal service or equivalent experience in the private sector, which demonstrates the knowledge, skills and abilities necessary to perform the duties of the position. Examples of specialized experience include: administering a human resources management program, specifically related to staffing, position management, or position classification. This experience includes advising senior management, preparing HR guidance, and performing HR assignments that cross functional lines.You
