Apply today and help us drive excellence in procurement at Indian River State College.JOB SUMMARY:Under the general direction of the Associate Vice President of Capital Planning, Projects, and Facilities, you will direct the daily operations of the procurement operations procedures and activities for the College. Responsible for the design, execution, and effectiveness of a system of internal controls of financial information that is reliable and compliant with applicable laws, regulations, and policies. Develops, directs, and oversees contracts, materials, and supply chain activities. Performs complex analytical duties and leadership for the College related to procurement contracts, shipping, receiving, warehouse, inventory, disposal of surplus property, fixed assets, and records retention. Responsible for the preparation for both informal and formal bidding including all construction projects and various supplies and services for the College. Monitors all aspects of contract compliance with legal codes, laws, and District Board of Trustees policies. Reviews, approves, and negotiates requests for change orders and contract amendments. Assists with the creation and/or implementation of policies, procedures, forms, and processes. Provides customer service, input, and recommendations to end users on supply chain matters. Manages key vendor relationships to ensure they serve their intended purpose to reduce expenses, bring efficiency, and generate revenue.SPECIFIC DUTIES AND RESPONSIBILITIES:Reviews requisitions for goods and services, processes purchase orders, and obtains quotes; negotiates best value and places orders with appropriate supplier(s). (20%)Oversees the shipping, receiving, warehouse management, inventory process, and disposal of surplus items for all College-owned fixed assets. (20%)Completes all formal and informal public solicitation to ensure compliance with local, state, and federal laws, rules, and regulations including Board of Trustee policies and procedures. (15%)Conduct or assist in strategic sourcing best practices and negotiations of prices and contract terms and conditions. (15%)Responsible for administrators training and implementation to College’s internal customers on purchasing card program; State and Federal purchasing policies, regulations, and procedures, including receiving, inventory controls, and contract compliance on all materials and services. (15%)Supervises and directs the activities of all employees within the Purchasing, Receiving, Supply Chain, and Courier operations (10%)Completes all other duties and responsibilities as assigned. (5%)QUALIFICATIONS, KNOWLEDGE AND SKILL REQUIREMENTS:Bachelor’s degree in a related field of study required.Master’s degree preferred.Minimum five (5) years of supervisory experience in purchasing required in a college setting preferred; or an equivalent of ten (10) years or combination of training, and experience which provides the requisite knowledge, skills, and abilities for this job.Advanced knowledge in strategic sourcing and contract negotiations.Knowledge of college purchasing processes, dealing with purchasing issues, online purchasing systems, products, and handling vendors.Knowledge of supply chain processes and best practices.Skill in working in Microsoft Suites, Inventory tracking, and ERP-based applications.Ability to prioritize tasks and be detail-oriented.Ability to be creative and to use diplomacy.PHYSICAL DEMANDS:This position classifies the physical exertion requirements as light work involving lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. Even though the weight lifted may be very little, a job is in this category when it requires a good deal of walking or standing, or when it involves sitting most of the time with some pushing and pulling of arm or leg controls.
