The Procurement Director is responsible for delivering timely, cost effective and compliant purchasing services for all Tribal Government departments. As the principal manager of the procurement function, the Director is charged with developing and maintaining responsive, cooperative, productive working relationships among an array of constituents including Tribal Council, Tribal Administration, directors, departments and staff.Supervise staff, prioritize and assign work, conduct performance evaluations, ensure staff are trained and follow policies and procedures, maintain a healthy and safe working environment, make hiring, termination, and disciplinary recommendations.Develop, implement, and evaluate strategic program objectives, policies, and procedures; interpret and apply policies and procedures.Establish beneficial partnerships internally and with key Tribal vendors.Introduce cost reduction and vendor performance improvement programs.Initiate strategic sourcing and alternate supplier qualification.Train staff to comply with 2CFR200 and Tribal policies and procedures.Identify, disclose, and manage all real and apparent Conflicts of Interest through elimination, mitigation or waivers.Manage total annual spend of $75 million minimum for goods and services.Train, control and direct the activities of Procurement staff regarding taxation and 2CFR200 including Tribal reservation receiving versus pick up at vendor site, tribal tax exempt status, and taxes /fees chargeable by the Tribe to contractors.Review purchase requisitions for authorization and/or unusual usage.Determine method of procurement i.e. direct purchase, lease, bid or sole source in compliance with 2CFR200 and Tribal Procurement Policy.Consult and mentor staff regarding timely, safe, quality procurement and professional inter department communication.Audit purchasing history and follow up with departments/programs to assist in developing and monitoring contracts to ensure that cost objectives, budgets and Tribal interests are protected.As required, develop policies, procedures and systems to ensure verification of incoming shipments, costs, product quality, delivery performance, and inventory quantities.Initiate procedure and reporting of fixed asset purchases/transfers/disposals to Tribal Controller.Select products and equipment by testing, observing or examining items and evaluating performance/cost.Attend pre-bid conferences with prospective bidders to ensure that all operational, legal and technical requirements are understood.Analyze complex bids and proposals submitted by vendors and perform cost and value analysis. Maintain fiscal controls for projects and programs including budgets, forecasts and periodic reviews of revenues/expenditures.Establish minimum and maximum inventory levels and reorder quantities.Perform other duties of a similar nature or level as requested by Tribal Chairman, Tribal Administrator or Executive Director of Finance & Operations.Knowledge of:

Principles and practices of staff management and training;Budget administration - personnel and project;Vendor and internal organization negotiation;Sources of supply for government commodities;Principles and methods of centralized purchasing administration;Contract terminology, form, content and compliance requirements;Principles and practices of business law and financial management as they apply to governmental purchasing and contract administration activities;Applications of automated systems and software for purchasing and contracts administration;Tribal, federal, state and local laws, codes, ordinances, rules and/or a willingness to learn;Yaqui culture, customs, resources and traditions and/or a willingness to learn.

Skills and Abilities:

Monitor, evaluate and counsel Procurement staff;Manage operations, including prioritization, delegation, coordination and assignment of work;Resolve interpersonal conflict: Procurement staff and other department personnel;Develop and maintain a customer service mindset among Procurement staff;Manage multiple priorities simultaneously;Monitor contract provisions and enforce compliance by contractor and operating departments;Apply federal, state, and local rules and regulations to Tribal contracts;Negotiate with vendors, contractors, and officials from other governmental agencies;Review bid proposals and specifications;Prepare, solicit approval and manage a Procurement budget within a Tribal government;Communicate effectively and respectfully with Tribal personnel, vendors and agencies;Analyze problems/issues and make informed, independent judgments and recommendations;An influential results-oriented self-starter, achieve objectives with minimal supervision;Operate a variety of office equipment, including a computer and related software applications;Good communication and interpersonal skills as applied to interaction with co-workers, supervisor, management, Council members, and the public. Have ability to sufficiently exchange or convey information and receive verbal and written work instructions.Bachelor's Degree in Business Administration, Public Administration, Purchasing, Finance or Supply Chain Management and minimum seven (7) years' experience in Procurement, including three (3) years' verifiable accomplishments as Procurement Director or Manager.AND

APICS, CPP or CSCP Certification preferred;Experience with a major ERP program preferred, ideally including implementation;Experience working with Native American Organizations preferred.Special Requirements:Must possess and maintain a valid Arizona Driver's License;This position will require the incumbent to work non-traditional hours, nights, and weekends;Must have a current Level 1 Arizona Clearance Card or be able to obtain the Level 1 Arizona Clearance Card within ninety (90) days of hire. Failure to maintain a current Level 1 Clearance Card will result in termination.
