JOBPerforms professional work in the planning, organization, development, and coordination of the procurement activities for the entire organization. This position serves as the principal public procurement official and ensures compliance with applicable federal, state, and local laws and regulations, as well as organizational policies and industry best practices when procuring goods, services, materials, and equipment. Regularly reports procurement program performance metrics and progress to executive-level administration through reports, strategic meetings, and conferences. Provides professional support and sound contractual advice to all stakeholders involving contractual services, consultants, equipment, supplies, construction, capital improvements, and other activities. Directs and plans the day-to-day operations of the procurement department which includes supervision of professional and clerical staff. Reports to the Financial Management Division Director.

Maintain the integrity of the public procurement process.Supervise and ensure timely, compliant, and strategic procurement of all goods, services, materials, and equipment in alignment with applicable laws, policies, and procedures.Review and monitor procurements conducted by any designee, department, agency, or official.Develop, review, and update procurement and contract procedures to ensure effective and efficient operations.Recommend procurement policies to the legislative body.Ensure procurement practices are consistent, promote transparency, inclusivity, and are structured to encourage competition and best value.Research market sources and vendors to find and ensure the most cost-effective and competitive pricing for the purchase of supplies and services.Prepare solicitation documents and ascertain methods of purchasing to adhere to the county code and applicable laws.Leverage procurement technology, e-sourcing tools, and data analytics to optimize procurement processes and ensure data-driven decision-making.Develop and maintain standardized contract templates, clauses, and procurement documents in collaboration with legal counsel to ensure compliance and reduce risk.Conduct contract negotiations and contract administration.Review and execute contracts, purchase orders, change orders, and other documents within delegated authority.Formulate, in conjunction with departments, short-term and long-term strategic procurement plans to maximize buying power and minimize inefficiencies.Develop, recommend, and monitor the department budget.Select, hire, supervise, and evaluate subordinate staff; exercise authority for department personnel actions consistent with established personnel rules and all other applicable rules and regulations.Delegate, assign, and review the work of subordinate staff.Administer and maintain the procurement card program for the County.Coordinate the disposal of all surplus property through public auction, sealed bid, or trade-in.Make determinations with regard to bid protests or contract claims.OTHER DUTIESDevelop and deliver procurement training programs for all stakeholders, ensuring understanding of policies, procedures, and emerging trends in procurement.
