Job Responsibilities

**This posting seeks to fill two (2) positions**About Our AgencyThe South Carolina Department of Disabilities and Special Needs (DDSN) is the state agency that plans, develops, coordinates, and funds services for South Carolinians with the severe, lifelong disabilities of:intellectual disability and related disabilitiesautism spectrum disordertraumatic brain injuryspinal cord injury and similar disabilityJob ResponsibilitiesUnder limited supervision, performs routine to complex procurement related duties in the preparation of solicitations, contracts, awards, purchase orders, contract compliance and preparation of quarterly reports. Serves as contract development and procurement expert for program staff guidance. Functions in a high volume, time-sensitive environment procuring routine and non-routine good and services.

Conducts complex procurement activities in accordance with the SC Consolidated Procurement Code (Code), Regulations, and other governing laws, rules, and regulations. Reviews shopping carts for accuracy and determines appropriate procurement method. Develops, reviews, and issues quotes and purchase orders for the acquisition of goods and services within the guidelines of the Code, Regulations, and agency policies and procedures. Processes modifications to purchase orders, routine correspondence, and reports as assigned.Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives. Promotes workforce engagement and staff development. Create a succession plan for direct report staff. Formulates agency procurement policies and standard operating procedure (SOP's) for the agency. Also identifies critical processes within the Procurement department and develops a strategic plan to complete critical processes by set internal or external deadlines.Performs the procurement sourcing, award and administration of all contracts including highly complex service contracts for service, supplies and information technology equipment. Prepares specification, source selection and bid/proposal award; participates in continuing education programs to ensure compliance with state purchasing regulations and procedures.Screens requisitions and shopping carts by verifying the accounting codes, supporting documentation, approvals, and compliance with Agency procedures. Ensures information entered into SAP/SCEIS agrees with the imaged or paper document within 3 business days upon receipt with minimal errors.Provides on-going contract administration with contractors and internal customers to ensure full compliance with contractual obligations. Maintains good working relationships with internal and external customers. Resolves procurement issues with appropriate parties concerning accounting, inventory, and asset matters. Serves as departmental liaison within the agency, with the State Procurement Office and vendors during the entire procurement process.Serves as backup to agency counterparts, Procurement Mangers, assist with approving/keying carts, good receipts and issuing PO's. Responsible for following all Agency policies and procedures and may be required to perform and/or participates in outcome activities and any other related duties as assigned by supervisor, management or Procurement Director.The South Carolina Department of Disabilities and Special Needs offers an exceptional benefits package for FTE positions that includes:

Minimum and Additional Requirements

A bachelor's degree and experience in procurement and contracts, or an equivalent combination of education and experience. Must possess a valid Driver's License.Preferred Qualifications

Experience conducting market research, developing specifications, issuing and developing complex solicitations for goods, services, and information technology, evaluating offers, issuing awards. Experience issuing Requests for Proposals and Invitations for Bid in SC Enterprise Information System (SCEIS) and experience managing and/or implementing a procurement card program. Thorough knowledge of state government purchasing policies and procedures and extensive knowledge of the SC Consolidated Procurement Code and other applicable laws, rules, and regulations strongly preferred. Immunization:

If this position requires the applicant to work directly with DDSN consumers, a (2) step PPD testing or QuantiFERON TB Gold testing must be completed prior to beginning employment. All new employees who are healthcare providers are required to provide documentation of immunity or be immunized against measles, mumps, rubella, pertussis, Varicella and Hepatitis B prior to beginning employment.

State Disaster Plan:

In accordance with the State's Disaster Plan, which includes hazardous weather, DDSN employees may be required to work in times of an emergency or disaster.
