The Director, Procurement and Fixed Assets interacts with all segments of the University assuming overall responsibility for acquisition of supplies, materials, equipment and services. The Director administers purchasing functions, and accounts for the fixed assets of the University.Duties and Responsibilities:Provides oversight of all purchases to ensure compliance with Federal and State rules and regulations, and University procurement policies and procedures.Develops, prepares, and controls the annual budget for purchasing and inventory control; reviews budgetary and financial data; monitors and authorizes expenditures according to established guidelines.Evaluates, recommends, and develops University-wide purchasing policies and procedures for the implementation of standards that represent best purchasing methods while conforming to State statutes, regulations, and laws governing public institutions and state agencies.Consults with and assists departments in determining needs and developing specifications for goods or services.Implements and maintains University fixed asset system including subsidiary records for land, buildings, and improvements other than buildings, capitalized equipment, and library holdings.Prepares bid specifications for the procurement of large or unusual commodities and services; obtains quotations and data pertaining to the procurement of commodities and services; reviews and analyzes bid data, and prepares recommendations for awarding of bids.Oversees training of and instruction to employees; provides direction relating to procurement policies and procedures, e.g. procurement options, best purchasing methods, bidding requirements, ethical requirements, problem resolution.Coordinates the University’s purchasing card program including issuance of purchasing cards, departmental assistance, and user training.Reviews and approves contracts for the University including applications for credit, and exercises signatory authority to contractually bind the University in legal agreements.Maintains a product vendor list that gives preference to Alabama vendors when quality of product is equal and cost is equal or less. Procures the best quality product for the dollars.Negotiates, places orders, expedites when needed, and solves problems between requestors and vendors.Reviews and signs purchase orders.Develops and implements equipment amortization schedules.Compiles and maintains statistical data and generates reports.Supervises the University’s moveable equipment inventory.Serves on University committees as assigned.Fosters and promotes fair, ethical, and legal trade practices.Acts at the University’s representative to all sales people calling on the University and coordinates the activities of the sales people on campus.Organizes, coordinates, and maintains a formal bid system in compliance with Alabama Bid Law, the Board of Trustees, and procedures of the University that are approved by the President and Vice President for Finance and Administration.Performs other duties as assigned.Required Qualifications:Bachelor's degree in Accounting, Finance, Business Administration or related fieldAt least five (5) years experience with state purchasing regulations, the state budgeting process, and fund accounting requiredPreferred Qualifications:Master's degree in Accounting, Finance, Business Administration or related field or Certified Purchasing Professional (CPP) certificationRequired Documents:ResumeEmployee Benefits:JSU strives to provide great quality of life to our employees through an attractive, competitive benefits package for our full-time faculty and staff.
