Job purpose

The Information Environment Operational Planner reports to and receives work direction from the Project Manager.

Duties and responsibilities

Provide operational planning to support integrated nonlethal targeting and information related capabilities (IRC) program for MARFORPAC.

Conduct research and analysis and support Information Operations planning into the USINDOPACOM Information Operations process to protect U.S. national interests. Develop, document, and recommend MARFORPAC procedures and requirements to integrate IRC-related capabilities into the targeting process.

Liaise with functional experts and planners and access all-source intelligence to examine, analyze, and recommend the most effective methods of operational support for military planning, integration, and coordination of joint U.S. and/or combined multi-national operations, actions, and activities.

Provide analysis and scientific/technical expertise to evaluate current operations plans and make recommendations regarding the strategy to mitigate risks in accordance with operational performance metrics and gap analysis.

Attend the USINDOPACOM Information Operations Working Group (IOWG) and the USINDOPACOM STRATCOM Working Group.

Support Theater Security Cooperation and Subject Matter Expert Exchange (SMEE) events with allied and partner nations through the provision and integration of Information Operations concepts and capabilities.

Conduct IO planning and coordination within the MARFORPAC staff and with higher headquarters, adjacent, subordinate commands, other direct reporting units, and multi-national units.

Develop communication synchronization plans, coordinate, integrate, and de-conflict the effective use of information-related capabilities (IRC) to support U.S. goals and objectives.

Conduct research for MARFORPAC to support: Electromagnetic Spectrum Operations, Cyberspace Operations, Space Operations, Inform Operations, Influence Operations, and Deception Operations.

Conduct research and analysis and support OIE planning into the USINDOPACOM OIE process to protect U.S. national interests.

Provide integrated planning and support to MAGTF operations in the IE through coordination and synchronization with the MIG at the tactical level, and DC I at the service level.

Contribute to the planning and conduct of Offensive Cyberspace Operations (OCO), Defensive Cyberspace Operations (DCO), and Department of Defense Information Network Operations (DODIN Ops) for USINDOPACOM/MARFORPAC missions.

Analyze and coordinate operational requirements and develop MAGTF space-related operational plans.

Qualifications

Strong communications and presentation skills.

Have a working knowledge of the Marine Corps and Joint Planning Process.

Able to read, write, and communicate effectively in English.

Strong analytical and problem-solving skills.

Excellent organizational, planning, and prioritization skills.

Proficient in computer applications such as Windows and MS Office.

Expected to perform independently and exercise good judgment.

Required to sit for extended periods of time and maintain focus.

Qualification as an authorized company driver is required.

All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.

Education

Six (6) to twelve (12) years of experience and a BA/BS is required, MA/MS degree preferred.

Attended Professional Military Education appropriate to rank at time of separation or retirement from the uniformed service.

Experience on a 3 Star or 4 Star staff is desired.
