Purpose:
The Director of Human Resources is responsible for supervising the district'shuman resources to accomplish the mission of the district. This includes maintaining effective communications between the various organizational levels within and outside of the district and the formulation and administration of the district's practices, policies, rules and regulations.

Qualifications:Master's degree from an accredited college/university.Current Kansas teaching license with district level administration endorsement.Successful experience in human resource management and supervision.Effective communication skills.Health and inoculation certification on file in central office.Desire for continuous professional growth.Such alternatives to the above qualifications as the board may find appropriate and acceptable.Essential Functions:
Provide professional leadership in organizing, administering, and evaluating the instructional program to assure:
Purposeful Community
Establish and maintain an intentional community with a common purpose and dedicated to producing outcomes that matter to all.Collaboratively establish and model processes that lead to patterns of communication, relationships among community members, a sense of well-being, connections between the school and other institutions, shared leadership opportunities and a sense of order and discipline.Identify and effectively manage all available assets across the district and from the community.Develop and sustain a sense of collective efficacy across the district.?
Managing Change
Create demand for continuous improvement, either as a result of dissatisfaction with the current reality or toward a vision of a more attractive reality.Lead the implementation of research-based practices to improve student achievement with a relentless focus on quality, fidelity, intensity and consistency.Monitor and evaluate implementation of the district instructional program, impact of instruction on achievement and impact of implementation on implementers.Understand individual responses to change and effectively manage their personal transitions.
Focus of Leadership
Collaboratively develop and adopt districtwide goals for student achievement and an instructional program that is based on relevant research.Dedicate resources for professional development of teachers and principals to achieve district goals.Provide autonomy to school principals to lead their schools, but expect alignment on district goals and use of resources for professional development.
Management
Establish budget processes and systems focused on and resulting in improved student achievement.Design and utilize various forms of formal and informal communication so that the focus of the school can be on improved student achievement.Develop and enforce expectations, structures, rules and procedures for students and staff.Design structures and processes which result in parent and community engagement, support and ownership for the district.Design protocols and processes in order to comply with federal, state and district legal requirements and mandates.
Physical Requirements/Environmental Conditions:
Requires prolonged sitting or standing.Infrequently requires physical exertion to manually move, lift, carry, pull, or push heavy objects or materials.Daily stooping, bending, and reaching.Requires frequent local and occasional long distance travel.Requires use of computer keyboard and mouse, telephone, and cell phone.Must sometimes work in noisy and crowded environments.General Responsibilities:
Provide leadership and direction in the recruitment, retention, selection, and hiring processes for certified, classified, administrative, and contract personnel.Organize and support district, building, and department supervisors and administrators in their responsibilities of staff supervision, training, evaluation, and discipline.Develop recommendations for the implementation of local, state, and federal rules, regulations, laws and policies pertaining to students and staff.Facilitate the board policy review committee and make board policy recommendations as needed or required.Serve as a member of the administrative team in the development and provision of employee compensation, benefits, training and development, and employee relations.Oversee the emergency operations plan for the district by coordinating and delegating safety and security procedures.Accurately interpret district policies and the master contract for implementation.Provide leadership for the employee wellness program.Provide guidance/serve as a resource to parents or staff members when complaints arise.Serve as a member of the board's team during contract negotiations. Provide information regarding compensation and benefits for all staff and the impact on district interests.Communicate effectively with all members of the school district and community.Work cooperatively with Teaching and Learning Department to ensure staff hiring practices are meeting the educational needs of all students.Serves as the chairperson of the recruitment and retention task force to attract and retain quality employees.Assist in the promotion of a work environment which enhances staff and student productivity, limits undesirable job turnover, provides a climate for continual growth, and increases employee's satisfaction with their jobs and working conditions.Ensure that critical rules, regulations and policies are relayed to new staff during the orientation period.Supervise staff licensure compliance. Submit district level reports. Provide guidance for potential and current staff regarding licensure requirements.Organize all staff due process and grievance procedures.Monitor and maintain district compliance with federal regulations such as equal opportunity employment, wage and hour requirements, and facility and program access.Serve as the district compliance officer for all federal civil rights issues.Stay abreast of new technologies to facilitate and support data management and communication.Comply with legal and regulatory requirements as provided by state and federal law.Uphold and enforce board policy, administrative procedures and school rules/regulations including but not limited to:
Acceptable use of technologyHarassment and bullyingChild abuse reportingHealth and safety including all precautions of the Bloodborne Pathogens Exposure Control Plan.
Interact with staff, parents and students in a professional manner demonstrating respect for individual differences, patience and sensitivity.Demonstrate professionalism through appropriate work habits, including regular and punctual attendance; accurate record keeping and timely submission of required reports.Respect the confidentiality of records and information regarding staff, students, parents in accordance with accepted professional ethics and state and federal laws.Represent the interests of the district through participation with community groups, agencies, and organizations.Adhere to all district health and safety policies, including all precautions of the bloodborne Pathogens Exposure Control Plan.Other duties as assigned by the Superintendent and the Assistant Superintendent of Business/Operations.
