DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSThe City of Houston Office of Public Safety and Homeland Security is responsible for acquisition and management of various federal homeland security grants. The office coordinates activities among the City of Houston departments and external stakeholders to prepare and protect against manmade disasters.
The Homeland Security Grants Management business unit is looking for a Senior Division Manager to oversee the management of various homeland security grant programs. This role includes responsibilities in procurement, human resources, asset management, financial accounting, compliance, and reporting. The Senior Division Manager will also act as the Department's fiscal agent to grantors. Adherence to GAAP is essential for the accurate management of financial activities.
Additional responsibilities include, but are not limited to:Manage various federal grant programs awarded to the Mayor's Office of Public Safety and Homeland Security.Leads the organization to comply with local, state, and federal rules and regulations.Remain abreast of federal grant guidance and develop policies and procedures to ensure alignment with this guidance.Act as the primary point of contact, providing direction to several departments that utilize grant funding for specific purposes.Sustain a cooperative team equipped with the skills needed to fulfill responsibilities in accordance with policies and procedures.Serves as the fiscal manager accountable for securing replenishment of funds to the City's coffers.Manage multiple high-complexity programs with diverse responsibilities and critical deadlines.WORKING CONDITIONSThe position is physically comfortable, the individual has discretion about walking, standing, etc.MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTSRequires a Bachelor's degree in Business Administration, Accounting, or a field related to activities of the division.
EXPERIENCE REQUIREMENTSEight years of progressive professional experience related to the activities of the division are required, with at least three of the years in a supervisory or managerial capacity.
A Master's degree in Business Administration, Public Administration or a field related to the activities of the division may be substituted for two years of non-supervisory experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTSNonePREFERENCES
Preferences shall be given to those candidates who have the following:
Working knowledge and experience in financial accounting, compliance, grants management, or a closely related field.Candidates with CGMS, CGFM, or other grants and finance related certifications.Possess knowledge of OMB's Administrative Requirements and Cost Principles (2 CFR 200) and demonstrated applied work experience.Experience managing multiple programs of high complexity.
