This position is located in OAAS - Adult Protective Services division. Incumbent serves as Intake and Non Licensed Investigations Manager responsible for statewide management of investigations of reported allegations of abuse, neglect, exploitation, and extortion of vulnerable adults residing in community settings and unlicensed group home settings, as well as the development and implementation of service planning and resource referrals to ensure positive outcomes for vulnerable adults. Incumbent also serves as Staff Training and Professional Development Manager.
Incumbent is also responsible for statutory compliance and management of the planning and implementation of quarterly Coordinating Council Meetings in joint collaboration with the Governor's Office of Elderly Affairs. Incumbent is the APS liaison for the OAAS Service Review Panel. Incumbent is under the direct supervision of the Program Manager 3 - APS Assistant Director.
Incumbent must possess thorough knowledge of state and federal laws, statutes, guidelines, and department and agency policies and procedures relevant to the rights, safety, protection, and well-being of vulnerable adults throughout the communities.Incumbent adheres to pertinent laws, rules, regulations, policies, and procedures of LOH, OAAS, and the appropriate state/federal licensing and governing bodies.
Incumbent participates in state and national level professional associations, interdisciplinary and multi-disciplinary panels, special projects, committees, and other duties as assigned by superiors to ensure continuity agency of workflow, collaborative relations with other divisions of OAAS and other agencies and entities.
Management of the APS Non-Licensed Investigations section, as well as the Staff Training and Professional Development section, requires networking and collaboration with law enforcement agencies, coroners, district attorneys, the judicial system, health service providers, community groups, state, regional, and facility level program managers, advocacy agencies, transportation providers and emergency services.

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus four years of professional level experience in administrative services, economics, public health, public relations, social services, health services, or surveying and/or assessing health or social service programs or facilities for compliance with state and federal regulations.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

*APS Program Managers are required to provide functional and/or direct supervision to APS Supervisors and Specialists who respond directly to the community needs in high risk situations involving abuse, neglect, extortion and/or exploitation of vulnerable adults throughout the state. Immediate interaction is required for cases of critical in nature. Response timelines are often minimal in order to ensure the safety of vulnerable victims of abuse. When performing their duties, APS managers can be exposed to high risk situations involving dangerous persons, environments, and other serious safety hazards.
This position requires periodic statewide travel.Staff in this position should be prepared to follow LDH All Hazards Policy and respond to emergency assignments in the event of an activation during LDH emergency response activities.Staff in this position are expected to work in the Baton Rouge office and
