As a

Support Services Director

in a response, you will provide overall leadership, oversight, and management support for all aspects of Support services. This position is seen as a strategic partner; member of the Senior Management/Leadership Team of the response, with a focus on ensuring accountability, stewardship, coordinating planning and budgeting processes, providing accurate financial data, analysis, and advice; as well as developing Support Services strategy that best serves the response strategic and programme objectives.

Responsible for the support staff capacity strengthening, the development and implementation of good internal controls, risk management, and utilisation and safe guarding of assets according to WV approved policies and procedures.

Provide leadership to the Supply Chain team ensuring that the procurement of organisational resources is executed effectively, efficiently, and economically. Ensure the response is optimally staffed to timely procure & deliver project supplies per grants donor guidelines and WV policies and systems.

Provide overall leadership to the Information and Communication Technology (ICT) team and ensure that the office has reliable, sufficient connectivity and the organisation's information systems and resources are adequately protected.

Provide overall leadership to the Administration function ensuring that the response offices and facilities are effectively supported and staff have a clean, secure, and hospitable place to work.

Key Responsibilities

Leadership, Capacity Development, and Strategic Partnering

Provide strong and positive leadership to the Support Services ensuring competent and motivated staff are hired and retained, providing efficient delivery of services.Coordinate professional and personal development of Support services staff through adequate orientation, on-the-job coaching, and identification of learning, training needs and opportunities and succession planning.Model Christ-centered servant leadership and support the spiritual development of his/her team.Actively participate in the Response Senior Management/ Leadership team meetings.Attend and actively participate in the Response strategic meetings.Participate in the decision-making process and activation of EMR 01 Emergency Financial and Supply Chain Procedures as necessary and requested by leadership.Ensure partnership policies and procedures are understood by Senior Management, Operations/Technical staff, Communities, Local Partners as appropriate. Develop strong networks internally (partnership entities, with all the sectors) and externally (other NGOs, communities, etc.) through effective communication.Ensure coordination between the Support Service function/ staff and other business units and departments.Adhere to WVI key policy documents - mission, core values, and covenant of partnership.Emergency Supply Chain function (Procurement & Logistics)

Provide leadership to the Supply Chain team ensuring that the procurement of organisational resources is executed effectively, efficiently, and economically. Establish the response's Supply Chain department, developing the strategy and establishing the team, systems, processes, facilities, supplies and relationships required to undertake its responsibilities within the response.Ensure the adoption and implementation of best practices in green logistics activities and environmentally friendly fleet management.Ensure integration of the supply chain as subject matter experts (SMEs) for the Cash & Voucher Assistance (CVA) program when applicable.Develop and implement procurement and logistics strategies to ensure timely and cost-effective sourcing of goods and services.Oversee inventory management, transportation, and distribution processes to support programmatic activities.Information Technology (IT) Management

Provide strategic direction for IT systems and infrastructure, ensuring alignment with organizational needs and technological advancements.Oversee the implementation and maintenance of IT systems, cybersecurity measures, and data protection protocols.Ensure full connectivity and availability of technical resources for Response Operations.Administration and Facility Management

Manage administrative functions, including office operations, facilities maintenance, safety and security, and travel management.Ensure compliance with relevant legal and regulatory requirements related to organizational operations.Ensures efficient management and utilization of assets at all locations, ensuring proper maintenance, verification, and regular updates in records.Risk Management and Compliance

Identify and mitigate operational risks through proactive risk assessment, monitoring, and mitigation strategies.Ensure compliance with relevant legal, regulatory, and donor requirements, as well as internal policies and procedures.Ensure all safeguarding and security protocols are implemented in support service functions.KNOWLEDGE, SKILL AND EXPERIENCE

Required Education, training, license, registration, and/or Certification

Master's degree in Business Administration, Supply Chain Management or Finance , and any postgraduate qualification in Logistics and or in Project Management.Required Professional Experience

Minimum of 10 years' experience working in Emergency Logistics and Supply Chain functional areas (Procurement, Warehousing, transport, Last mile distribution, Customs Clearance...)Proven field experience in humanitarian logistics, supply chain operations, Administration, and IT.Proven track record of strategic planning, financial management, and organizational leadership.Strong knowledge of humanitarian principles, donor regulations, and industry best practices in support services.Extensive knowledge and skills in leading and developing Integrated Emergency Logistics, Supply Chain, Procurement, Administration, IT Function and capability at an organizational level.Excellent knowledge of best practice strategic and operational planning, coordination, and control methodologies.Experience in building strong collaborative partnerships with internal and external (International Organisations, UN organisations, Corporate and Government) stakeholders.Excellent interpersonal, communication, and negotiation skills.Require

Effective written and verbal communication in English. Other UN languages such as French, Arabic, Spanish, Portuguese, preferred.Preferred Experience, Knowledge and/or other Qualifications

Minimum of 5 years of senior-level experience in support services management, preferably within the humanitarian or non-profit sector.Demonstrated ability to work effectively in a multicultural environment and lead diverse teams.Proficiency in relevant software applications and IT systems.Excellent written and verbal communication and relational skills, especially in a cross-cultural environment, and ability to analyse and solve problems, persuade, network and negotiate.Ability to solve complex problems and to exercise independent judgment. Preferable knowledge in WV support service Policies and systems.Having HEAT(Hostile Environment Awareness Training) would be an added advantage.Requir

Ability to travel domestically and internationally as requiredAble to work under pressure.Work hours are often in excess of 12 hours per day during difficult periods of the response.Responses are often mounted in insecure or natural disaster-prone contexts, which may disrupt normal work patterns and generate staff safety issues.Work and housing environments may at times be well below normal standards in terms of facilities, equipment, food availability and hygiene.
