POSITION TITLE: Director of Residential Programs
FLSA CLASSIFICATION: Exempt-Administrative
REPORTS TO: Senior Director of Housing and Facilities
POSITIONS SUPERVISED: Residential Coordinators, Team Lead of Housing Case Management, SOAR Specialist
POSITION OVERVIEW: The Director is responsible for accepting and processing qualified referrals, coordinating with prospective residents Case Management and treatment teams with respect to assessing and addressing client needs in the residential environment. The Director is responsible for providing regular supervision to all Residential Coordinators and Housing Team Lead, as well as provide oversight and supervision to Behavioral Health Specialists and Case Managers as needed. The Director will handle employee and consumer complaints/concerns, monitoring consumer general circumstances as it involves housing, and assuring general safety and cleanliness. The Director will document and report client occupancy and status, oversee, plan and support social events and is responsible for staff meetings and training.
ESSENTIAL POSITION RESPONSIBILITIES:
Provides supervision to Residential Care employees, assures program staff are supported and trained in accordance with policies.Handles personnel matters timely, effectively and consistently with existing policies, including interviewing, hiring, counseling, terminating, and completing annual evaluations for employees. Provides appropriate documentation.Responsible for monitoring direct care staff billing, ensuring all members of the residential department meet productivity and documentation requirements. Provides assistance and support to ensure employees maximize their performance and productivity. Ensures timely and appropriate documentation and billing of services to ensure MHA, COMCARE and MCO guidelines are followed.Provides direction and support to Residential Care employees in matters related to staffing the program, licensing standards, grand program guidelines, utilization of residential facilities and services, and other concerns which impact quality of care and agency collaboration. Ensure all Federal, State and local standards are followed with respect to services and facilities.Ensure that consumers have a safe/secure home setting through oversight of all components of Residential Care programs.Responsible for assisting Senior Director of Housing and Facilities in writing and revising policies and procedures for Residential Care programs as needed (revised at least annually) for continued quality service.Collaborates with CoC, VA and other community partners to ensure all contract goals and resident needs are met.Assists Senior Director of Housing and Facilities and Senior Director of Grants and Aging in securing timely and appropriate documentation for COC HUD grants.Works directly with the Director of Property Management and facilities, property management staff and direct care staff to ensure vacancies are filled within 30 days with appropriate levels of care.Monitors and provides documentation on all program goals required through grants and contracts. Develops action plans to meet current goals and creates new goals and action plans to ensure that the Residential Care programs continue to meet community and partner expectations.Participates in Quality Council meetings, and completes quarterly reports tracking efficiency, effectiveness, satisfaction and access indicators. Reviews utilization review process to ensure they meet guidelines of CARF, MCO's grantors and current contracts. Ensure proper processes are being followed. Provides training on utilization review process.Completes various reports as necessary to ensure CARF standards, contract obligations and department/agency expectations are met and maintained. Completes all reports in a timely manner as requested by the Senior Director of Housing and Facilities.Provides training opportunities for department and agency staff on an ongoing basis.Participates on various agency committees and carries out tasks as assigned by work group.Approves times sheets and ensures correct programs are charged for staff time. Approves time off requests, mileage reports, and expense reports in accordance with MHA policy. Monitors program expenditures and reviews program budget monthly with Senior Director of Housing and Facilities.OTHER POSITION RESPONSIBILITIES:
Maintains acceptable overall attendance record, to include department staff meetings, agency meetings, and training as required. Ensures appropriate notification to supervisor for absences and ensures that work is covered. Flexibility in work schedule when needed.Exhibits appropriate level of technical knowledge for the position.Produces quantity of work necessary to meet job requirements.Works well with a team, keeps others informed of information needed. Treats others with respect, maintaining a spirit of cooperation.Maintain professional verbal and written interactions with peers, participants, supervisors and other staff, which also includes effective listening skills. Use diplomacy and tact in dealing with difficult situations or people. Provide strong customer service skills, so that residents will have the best experience possible while in the residential setting, increasing their chances of accessing the services they need while in the program and successfully transition into the community.Demonstrates the ability and willingness to handle new assignments, changes in procedures and business requirements. Identifies what needs to be done and takes appropriate action.Completes assigned work, meets deadlines without reminders/follow-up from supervisor or others.Performs work conscientiously with a high degree of accuracy.Meets goals and objectives as mutually agreed upon during last performance review (if applicable).
POSITION REQUIREMENTS: The Director of Residential Programs is expected to have a minimum of two (2) years' experience in a social service setting, including supervision of staff, program management and a commitment to consumer advocacy and quality care. Knowledge and experience around housing is preferred, along with an understanding of and commitment to customer satisfaction for those served by Mental Health America. Must demonstrate effective communication and documentation skills. A valid Kansas driver's license and access to personal vehicle is required.
