Position Summary:

Responsible for managing the development staff of the Information Technology department and the assigned IT projects to ensure adherence to schedule and scope of projects. Will need to be or become familiar with the wide range of applications and languages to support and manage the team. This position will be focusing on the tactical actions of the development staff to ensure customer needs are implemented as required.

Essential Functions:

Responsible for assisting the Director of Information Technology in all areas of management of the Information Technology department development staff including personnel and administrative problems, interviewing, hiring, training, and evaluations.Familiar with standard development languages and tools used by the Information Technology department to train and assist development staff:

Web development - ASP, .Net, C#, Angular, Python, PowerShell scripting, T-SQL, HTML5, CSS3, etc.Mainframe development - COBOL and CA-ADSExample programming tools -SSRS, SSMS, Visual Studio, Visual Code, Crystal reports, etc.

Familiar with standard software development methodologies - DevOps, Waterfall, Agile, Scrum, etc.Ability to use analytical, computer, math, and problem-solving skills to be able to use and explain the software.In-depth knowledge of Charleston Water business systems and their interdependencies. Commands a strong aptitude and understanding of the technical aspects and capabilities of CWS.Assist with developing specifications/requirements, planning and prioritization for projects and applications as needed.Ability to recognize and mitigate the many risks that come with any particular approach.Strong communication skills to communicate project status, roadmaps, issues and deliverables with managers and users.Organizational, time management and project management skills to keep projects on track.Meets with outside agencies to interpret their needs and specify provisions for sharing information.Research and evaluate new software technology, meet with vendor organizations, and develop bid specifications and contractual agreements used in the selection of hardware/software products.Participate in local, state and national computer related organizations.Works with Director of Information Technology to establish departmental budget.Assist in the formulation and update of the Information Technology Department policies and procedures.Knowledge of Windows operating systems, MS Word, MS Excel, and SharePoint.May be required to work during emergency conditions.Regular attendance is required.Job performance must conform to all CWS policies and procedures.Specific knowledge of CWS Environmental Management System Policy and Procedures.Additional Duties

Physical Requirements, Activities, and Working Conditions

Ability to operate a personal computer including keyboard and mouse.Ability to visually read computer monitor.Must be able to remain seated and operate a personal computer for extended periods of time.Ability to type 40 words per minute.Ability to receive detailed information through oral communication, written definitions and examples.Ability to convey detailed information to co-workers and customers accurately and quickly.Ability to operate and maintain motor vehicles.Education and/or Experience

Bachelor's degree or equivalent in computer science or related field with a minimum of five (5) years' experience in applications development managing medium to large scale projects or a combination of education and experience to equal eleven (11) years.Project management certification preferred.Experience leading, coaching and developing technical teams.Knowledge of standard development languages and tools as listed above.Strong communication and writing skills.Ability to communicate directly with peers, managers, and users while leading development to a completed and successful solution.Strong organizational skills to manage multiple timelines and complete tasks quickly within the constraints of clients' timelines and budgets.Awareness and pride in 100% user satisfaction.Licenses, Certifications, Registrations

Valid South Carolina Driver's License required.Training Needs:
