Job Focus Area
The Program Specialist—Social Services is located within the Office of Early Childhood, Child Care Assistance Program, Quality Assurance and will report directly to the Program Consultant—Social Services. This is a complex professional position that provides support in the development and monitoring of a statewide system of programs, services and policies affecting the early childhood programs. The person in this position will provide support to the Child Care Assistance Program by conducting analysis of case and payment records utilizing the following systems: CAFE, TIPS, CAPS, etc. This position assists the supervisor with analyzing, reviewing and recommending improved service delivery to encompass the entire scope of CCAP processes. Additionally, responsibilities will include quality assurance of CCAP payment records for compliance with all federal and state laws, and departmental policies and procedures.
No Civil Service test scoreis required in order to be considered for this vacancy.

The preferred candidate for this position should have experience with eligibility determinations, analyzing data, planning, problem solving, and providing oversight and guidance. Preference will be given to candidates that are knowledgeable of CCAP and other early childhood programs that fall under LDOE, and possess a working knowledge of how they collaboratively function to ensure high quality early childhood services are provided in Louisiana. Additionally, the preferred candidate should possess professional public speaking skills for the purpose of providing training and presentations, and should have exceptional oral and written communication skills.

One position is available and it is located in Baton Rouge, LA.The person hired for this position is expected to regularly report to the Baton Rouge office. This position may be filled by a probationary new hire, or by promotion of any current permanent classified state employee, OR by promotion of a current permanent classified employee of the LA Department of Education. Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus two years of professional level experience in administrative services, economics, public health, public relations, social services, or health services.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the experience on the basis of thirty semester hours for one year of experience: public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration.
A master's degree in the above fields will substitute for one year of the required experience.
A Juris Doctorate will substitute for one year of the required experience.
Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.
A Ph.D. in the above fields will substitute for the two years of required experience.
