About This Position:
Assist in the direction and management of all appraisal and appraisal related services statewide as required by the Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Uniform Act.) under the direct supervision of the Right of Way Manager over appraisals. Possesses a valid Louisiana Certified General Real Estate Appraiser license. Statewide and overnight travel required.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
RIGHT OF WAY APPRAISER OPTION
Possession of a valid Louisiana Certified General Appraiser license plus one year of professional experience as a licensed General Appraiser.
RIGHT OF WAY AGENT OPTION
A baccalaureate degree plus four years of professional experience in property rights acquisition, real estate acquisition, real estate property management, relocation assistance or real estate appraisal.
SUBSTITUTIONS (APPLIES TO RIGHT OF WAY AGENT OPTION ONLY):
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

FUNCTION OF WORK:
To prepare highly complex appraisals for properties affected by transportation projects, as well as to serve as a reviewer of reports completed by other appraisers.
OR
To provide programmatic oversight for a statewide relocation assistance program.

SUPERVISION RECEIVED:
Broad from a Right of Way Supervisor or Right of Way Manager. Alternative reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:

RIGHT OF WAY APPRAISER OPTION
Determines budgetary requirements for right of way projects through the review of cost estimate studies performed by staff.
On a project basis, trains lower-level appraisers by monitoring all subject property inspections for appraisals and other work assignments.
Develops scope of work criteria for staff assignments for appraisal and non-appraisal related job duties.
Gathers all project data and answers any questions regarding project development.
Maintains project status on agency information systems.
Reviews cost estimates completed by staff appraisers and provides input into lower-level appraisal staff evaluations.
Reviews appraisal reports performed by appraisal staff to ensure appraisal valuations are realistic and well documented, in keeping with market value, and in compliance with Federal and State regulations.
As needed, requests changes to right of way maps and construction plans to lessen or eliminate impacts to property ownerships within the project limits to decrease right of way cost.
Reviews excess right of way and uneconomic appraisal reports completed by staff for accuracy in determining fair market value for disposal of state owned properties.
Reviews Joint Use Agreement appraisals completed by staff for accuracy in determining market rental rates and values for the lease agreements of agency-owned property.
Reviews feasibility studies and market analysis reports completed by staff for accuracy in determining economic viability of proposed projects.
Reads and interprets right of way maps and construction plans; makes recommendations for changes to maps and/or plans to reduce the cost of right of way acquisitions.
Determines just compensation of real estate and real property rights according to law.
Inspects, measures, evaluates, photographs, and records property improvements, inside and out, to evaluate their influence on the overall property values.
Reviews sales and market data used in the appraisal reports by meeting with and interviewing local Clerks of Court, Assessors, and informed neighbors.
Costs out improvements, researches rental markets, and analyzes income figures from business and rental properties to determine before and after values.
May represent the agency as an expert witness in court for expropriation proceedings.
Consults with other entities, such as parish governments and federal authorities, in their acquisition of property.
Maintains good public relations in dealing with property owners, their representatives, as well as Federal, State, and local governmental agencies.
RIGHT OF WAY AGENT OPTION
Provides program management responsibilities on a statewide basis for the relocation assistance program, which is a federally mandated real estate function for DOTD.
Provides functional supervision and guidance to field staff, which may include lower-level Right of Way Agents and consultant personnel.
Ensures that field staff comply with applicable laws, policies and procedures; advises consultants in the performance of their duties.
Reviews all vouchers and supporting documentation for payments; approves all relocation assistance payments for displaced persons and businesses.
Makes recommendations regarding approval or denial of relocation assistance.
Investigates and develops written recommendations for approval or denial of all relocation assistance appeals submitted by persons displaced by transportation projects.
Provides recommendations on advisory services appeals to the Right of Way Administrator.
Addresses needs of disabled and disadvantaged individuals to facilitate relocations by developing specifications, obtaining plans, preparing/accepting bids, and overseeing modifications to residential dwellings to make them decent, safe, sanitary, and/or handicapped accessible.
Reviews and approves conceptual stage relocation assistance plans and right-of-way state relocation assistance plans.
Develops, maintains and administers Quality Assurance and Quality Control measures for the Relocation Assistance program.
Oversees functional replacements for displaced public entities; provides technical guidance to local officials who must relocate persons or businesses under the provisions of the Uniform Relocation Assistance Act.
