MINIMUM QUALIFICATIONS:
RIGHT OF WAY APPRAISER OPTION
Possession of a valid Louisiana Certified General Appraiser license plus one year of professional experience as a licensed General Appraiser.
RIGHT OF WAY AGENT OPTION
A baccalaureate degree plus four years of professional experience in property rights acquisition, real estate acquisition, real estate property management, relocation assistance or real estate appraisal.
SUBSTITUTIONS (APPLIES TO RIGHT OF WAY AGENT OPTION ONLY):
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

RIGHT OF WAY PROGRAM SPECIALIST (APPRAISAL)
Assist in the direction and management of all appraisal and appraisal related services statewide as required by the Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Uniform Act.) under the direct supervision of the Right of Way Manager over appraisals. Possesses a valid Louisiana Certified General Real Estate Appraiser license. Statewide and overnight travel required. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service Laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.
40% As a reviewer, provides expert assistance to persons within and outside the department concerning acquisition laws, policies, and procedures, including provisions of the Uniform Relocation Assistance Act. Responsible for all appraisal services completed by staff that is necessary to determine compensation for negotiations, deposition and other purposes as required by the agency. Provides input into the evaluation of staff appraisers at staffs completion of a project assignment. Provides input into consultant performance evaluations. Participates as a member on a statewide committee to evaluate and select ROW consultants and other providers of third party services. Develops and approves scope of work criteria for all staff assignments. Studies final plans and right of way maps furnished to assure that the plans and right of way maps agree and meet the stipulated requirements for use in the appraisal processes. Develops, maintains and administers quality assurance and quality control program applied in all phases of appraisal and appraisal related processes undertaken by staff. Conducts on-site inspection of the project, subject properties, and comparable sales used in the appraisal process. Estimates the value of land and any improvements in the proposed right-of-way; estimates damages to and cost to cure any affected improvements. Obtains statistical data on costs of land, buildings, structures, and structural improvements. Researches and analyzes property sales used to determine a unit value estimate for all types of property on the proposed project. Determines the degree of support for the appraisal valuations presented in the appraisal reports; uses independent judgement and arrives at a recommended offer, which includes additional compensation. 25% Perform special purpose property appraisals in accordance with State, Federal and departmental regulations, laws and policies. May be required to complete appraisals for excess right of way and/or uneconomic remainders owned by the agency. Appraises the value of real property; property rights and rights of way for the construction and maintenance of transportation facilities. Prepares all forms and notifications as required by law and policy including the Property Owner Notification Letters. Researches and analyzes sales and market data for the appraisal process by meeting with and interviewing local Clerks of Court, Tax Assessors, and informed market participants. Studies parish conveyance records. Analyzes DOTO provided information, including but not limited to right of way maps, construction plans, MicroStation files for electronic surveys, if available, title reports, including verification, and environmental documents. Researches and analyzes publically available data, including but not limited to tax assessor GIS maps, zoning maps, flood maps and soil maps. Researches and analyzes property sales used in determining a unit value estimate for all types of property on the proposed project. Inspects all subject parcels and comparable sales used in the appraisal process. Performs appraisals to determine the value of land and any improvements in the proposed right-of-way, damages to and the cost to cure any affected improvements and additional compensation to place the owner in the same pecuniary position as enjoyed prior to acquisition. Inspects, measures, evaluates, photographs, and records property improvement data, inside and out of major improvements (if required), to evaluate their influence on the overall property values. Costs out improvements, researches rental markets, and analyzes income figures from business and rental properties to determine before and after values. Prepares economical or statistical reports. Utilizes reports prepared by specialty valuation consultants including, but not limited to, foresters, construction cost consultants, business valuation specialists, petroleum engineers and agriculture valuation specialists. Documents all real estate value findings, makes and implements recommendations and records necessary for the DOTO Right of Way.
20% Prepares detailed cost estimates and reviews detailed cost estimates completed by other appraisal staff. Cost Estimate Reviews: Determines budgetary funding for right of way projects by completing the following duties: Inspection of project and comparable sales, review and approval of cost estimate by staff with required revisions, verification of comparable data used, highest and best use analysis, conclusion of the appraisal types and formats, number of appraisers need, other valuation specialty costs, all contracted acquisition costs and administrative/legal costs to derive the total estimated cost of right of way. Data entry of estimated cost at JPR phases into LAGOV. Refer to the Appraisal Cost Estimate Check Sheets for cost estimate requirements. In order to finalize cost estimate review, communicates with all DOTD Sections to resolve questions and issues discovered by the staff appraiser. Cost Estimates: Develops detailed cost estimate reports on a parcel or project basis during every phase of project development. Works closely with the Environmental Section, Design Section and other LA DOTD Sections when completing a cost estimate. Gathers all project relevant data and answers any questions regarding possible impacts of alternates chosen in the various project development phases. Reads and interprets right of way maps and construction plans and makes recommendations to facilitate changes to the right of maps and/or construction plans to reduce the cost of right of way acquisitions and save time in the right of way phase of the project. The Appraiser checklist for Stages O -3 should be consulted to determine the minimum requirements for the cost estimate based on the phase of project development. Field inspection of the project is required: as well as, photographs of subject properties. Performs feasibility studies; evaluates cost, income, and local economic factors in order to facilitate DOTD's Right of Way Program.
10% Represents the agency as an expert witness in court for expropriation proceedings. Maintains good public relations in dealing with property owners, their representatives, as well as Federal, State, and local governmental agencies to obtain cooperation in gathering and verifying essential data used in the appraisal process. Responsible for attending Plan-In-Hand and Joint Plan Review meetings to provide right of way information to the public and other DOTD Sections. Accepts inquiries and answers right of way questions from other DOTD Sections, the public and governmental entities via telephone, email and walk-in visits.
5% Performs additional duties as directed by the Right of Way Administrator to ensure the proper and efficient operation of the Real Estate Section. Coordinates with other Real Estate offices to assist in the overall objectives of the Section. May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.

Reads and interprets right of way maps and construction plans and makes recommendations to facilitate changes to the right of maps and/or construction plans to reduce the cost of right of way acquisitions and save time in the right of way phase of the project. The Appraiser checklist for Stages O -3 should be consulted to determine the minimum requirements for the cost estimate based on the phase of project development. Field inspection of the project is required: as well as, photographs of subject properties. Performs feasibility studies; evaluates cost, income, and local economic factors in order to facilitate DOTD's Right of Way Program.
10% Represents the agency as an expert witness in court for expropriation proceedings. Maintains good public relations in dealing with property owners, their representatives, as well as Federal, State, and local governmental agencies to obtain cooperation in gathering and verifying essential data used in the appraisal process. Responsible for attending Plan-In-Hand and Joint Plan Review meetings to provide right of way information to the public and other DOTD Sections. Accepts inquiries and answers right of way questions from other DOTD Sections, the public and governmental entities via telephone, email and walk-in visits.
5% Performs additional duties as directed by the Right of Way Administrator to ensure the proper and efficient operation of the Real Estate Section. Coordinates with other Real Estate offices to assist in the overall objectives of the Section. May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
