The Division of Administration/Louisiana Federal Property and Assistance Agency has 2 vacancies.

This vacancy will be filled by new hire or by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.

Daily and overnight statewide travel and overtime is required.

Preference may be given to applicants with experience/knowledge of the property and fleet management rules and regulations.

This vacancy participates in a career progression group and may be filled from this recruitment as a Program Compliance Officer 1 (AS-612), Program Compliance Officer 2 (AS-613) or Program Compliance Officer 3 (AS-614) depending on the level of experience of the selected applicant. The maximum salary for the Program Compliance Officer 3 is $ 75,026 . Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTE:

Any college hours or degree must be from an accredited college or university.

Job Concepts

Function of Work:

To conduct and report field inspections and reviews to ensure public compliance with statutes and programs monitored or administered by a state agency and to initiate sanctions for violations.

Level of Work:

General from Program Compliance Officer Supervisor or equivalent.

Job Distinctions:

Differs from Program Compliance Officer 2 by more limited decision-making authority and trainee status.

Examples of Work

Acting as a program quality control auditor, determines whether claims for Unemployment Insurance benefits were properly processed and paid and prepares detailed report of review findings.

Conducts random quality control audits of Unemployment Insurance benefits recipients.

Compares application and supporting documents to file records and determines whether Unemployment Insurance recipient has been properly paid; calculates period and amount of underpayment or overpayment.

Receives inquiries from program participants and other interested parties and provides answers to their questions about program.

Prepares statistical information for program.

Prepares standardized reports of benefits audits and calculates dollar amount of under or overpayment.

Conducts field investigations of potential cases of overpayment or fraud by recipients of Unemployment Insurance or Workers Compensation benefits and reports findings.

Conducts program compliance audits of employers payroll, accounts payable and personnel records to ensure compliance with child labor law requirements; educates employers in compliance requirements and in enforcement penalties; prepares detailed report of findings for supervisor or manager.

Conducts program compliance reviews of employers personnel and payroll and accounts payable records to ensure compliance with statutes pertaining to pre-employment or post-employment medical examinations and drug screening tests. Educates employers in statutory compliance and in enforcement penalties; prepares detailed report of findings for supervisor or manager.

Educates applicants for private employment agency licenses and administers tests for license; serves as liaison for all applicants in a specific area for any contact regarding program; conducts random site audits of agencies for compliance; prepares detailed reports of findings for supervisor or manager.

Serves as contact for all employers in a specified area who desire to establish apprenticeship programs at their workplaces; educates employers in compliance with applicable statutes and reviews program materials for compliance; conducts program audits of training procedures and materials.

Prepares detailed reports of findings for supervisor or manager. Conducts random audits of businesses within specified area for compliance.

Reviews certification reports from assigned state agencies and conducts random sample field audits for compliance with state movable property and fleet regulations. Writes reports of audit findings and transmits to agencies; ensures agencies comply with required corrective action. Provides guidance, information and any other program assistance needed by assigned agencies.
