Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a program analyst within a PEO, Project/Product Management Office and has responsibility for cost/schedule/resources management and program reporting. Develops appropriate plans and objectives in keeping with PEO/PM and higher echelon objectives. Responsibilities Coordinate a responsive financial management program to assure availability of resources to meet established milestones and events for development and fielding of the system. Translate program estimates to objectives and budgets. Perform all aspects of the planning, analysis, formulation, and execution of program and budget requirements for specific appropriations. Develop and manage the preparation of system reports such as the selected acquisition report, unit cost report, and defense acquisition executive summary. Monitors, reviews, and analyzes contractor Earned Value Management System (EVMS) data and reports. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Providing financial advice on an organization's program financial requirements while interpreting established policies and procedures in conformance with the mission objectives and goals; and 2) Experience analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering, and analytical techniques, and systems evaluation methodology. This typically includes work performed at the next lower grade/level NH-02 (GS-11) position in the federal service. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Communications Financial Management Planning and Evaluating Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
