Job/Position DescriptionThe Texas Vaccines for Children (TVFC) Program Specialist III is selected by and directly reports to the Manager of the Texas Vaccines for Children program manager. The TVFC Program Specialist III performs highly complex consultative and technical work related to the development and implementation of the TVFC Immunization policy for the operations of the TVFC Program. Additional responsibilities include the participation in TVFC provider recruitment and enrollment. This position reviews and interprets federal and state policy and conducts research to determine policy options and impacts and develops policy recommendations. Duties performed with limited supervision and with considerable latitude for use of initiative and independent judgment.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.(45%) Identifies needed areas of change, makes recommendations to improve operations, develops plans for implementation, and coordinates the implementation. Develops and establishes priorities for TVFC Program implementation. Develops guidelines, policies, procedures, rules, and regulations and implements them to ensure compliance. The program specialist III works closely with the Texas Vaccines for Children manager to establish the goals and objectives for quality assurance of TVFC providers with the quality assurance contractor. Develops schedules, priorities, and standards for achieving goals for the TVFC Program. Develops policies and procedures for evaluating the effectiveness of the TVFC Program. Synthesizes data and information, performs analysis of policy options, and articulates policy options in writing and in presentations. Works with multiple internal and external stakeholders in the review and development of options, through workgroups and individually; guides and facilitates interaction among agency programs to obtain necessary input and information for policy development and analysis.(20%) Monitor the Texas Vaccines for Children (TVFC) program activities ensuring compliance with the business plans. Ensure that staff is adequately trained and have the necessary tools to implement the standardized training program with the regional and local health department staff.(20%) Monitors and assists Provider recruitment, enrollment, and training. Ensure that the provider recruitment tracking system is created and maintained, and QA performed periodically to ensure data integrity. Work with staff to develop and implement recruitment and enrollment procedures. Assist in producing a standardized training program conducted by regional and local health department for new providers. Assist in analyzing recruitment and enrollment data and generate market saturation reports of physician participation in the TVFC for targeted specialties.(10%) Respond to special requests and assignments. Manages response to requests by legislators and other public officials. Reviews and revises legislation affecting the TVFC Program. Coordinates with and speaks to advocacy groups, various levels of government, and other relevant stakeholders. Provides guidance and technical assistance to Immunization Unit staff related to VFC policy.(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agencyand#146;s obligation for disaster response and/or recovery of Continuity of Operations (COOP) activation.
