Workforce Development Specialist

The Department of Workforce Services (DWS) is looking for skilled and motivated individuals to fill two Workforce Development Specialist (WDS) positions. The employee's in these positions acts as a liaison between DWS and the business community by providing personalized services to employers and the community. They integrate services with industry councils,focus demand driven needs of the local economy,communicate services and goals to community partners and organize and gather labor market information. The Workforce Development Specialist must identify key partners in industry and education,work in tandem with partners to foster economic development,as well as contact new and established employers to promote the services and programs available through DWS. Principal Duties Workforce Development Specialists plan,develop,implement,monitor,evaluate,train,resolve conflicts and assist in the implementation and ongoing direction and support of Workforce Services programs. Duties include:
Job development in support of targeted populations (Vets,generational welfare (FEP),offenders,at risk youth,work success participants).Coordinating and collaborating with WDD operational staff to implement programs and processes. Insuring program and policy compliance required by federal and state mandates.Working with State Program Specialists to provide program consistency and compliance.Reviewing policy drafts,program changes and making recommendations.Providing and maintaining services to employers (i.e: job orders).Resolving labor exchange complaints related to job orders from employers,job seekers and DWS employees.Monitoring and evaluating operations,programs,processes and/or practices for quality and effectiveness and making recommendations for improvements.Acting as a facilitator in problem solving situations; answering questions,providing information and technical support.Communicating and advising service area management in area of program responsibility; identifying implementation issues regarding compliance with federal and/or state laws,regulations and/or agency rules,standards and guidelines.Developing and designing service area training/instructional materials,skills,reviews,monitoring tools and evaluations. Provides group and one-on-one training.Analyzing,summarizing and/or reviewing data; reporting findings,interpreting results and making recommendations.Helping resolve differences,conflicts or complaints.Coordinating program policies,procedures and quality assurance plans and development activities.Providing service area labor exchange technical and/or program training,curriculum development and ongoing assessment.
Mandatory Requirements
These positions will work from either the Taylorsville,Salt Lake City or Tooele Employment Centers and teleworking is not an option.
Ideal Candidate The model candidate for this position is someone who has:
Knowledge of the Utah labor market,economic development conditions,employer workforce needs and human resource rules and regulations.Sales/marketing experience and presentation skills.The ability to coordinate the activities or tasks of people,groups and/or organizations.Exhibits professional behavior and provides exceptional customer service.Has experience working with individuals experiencing homelessness and/or experience working with service providers in the homeless community.
Preference Preference may be given for the following:
Current Workforce Development Division experience and extensive knowledge of division program s,services,resources,public policy and program evaluation.Knowledge of agency and community resources and services.Working knowledge of jobs.utah.gov labor exchange for employers as we l as UWORKS labor exchange (job orders,employer records,narration,job matching).
