This position assists the SVP in managing and directing the Authority’s engineering and construction program. Oversees the development and implementation of the Client’s major capital projects. Provides leadership, management and technical direction to Program Managers within Capital Programs, Construction & Capital Programs staff, and the Authority’s general engineering and construction resources, including consultants and contractors, to ensure successful and timely completion of all projects.

Job Functions:

  • Assist in leading project management teams in adopting innovative methods, processes, and standards to expedite effective project delivery throughout the project, mitigating risks and maximizing delivery performance and outcomes.
  • Oversee project performance, ensuring project teams complete short- and long-term goals and maintain comprehensive project documentation.
  • Ensure project teams meet all deliverables and commitments and that all functions are executed in compliance with relevant standards, laws, regulations, policies, and procedures.
  • Oversee the preparation of key performance indicator (KPI) reports to track progress and identify issues.
  • Support the negotiation and implementation of capital program delivery contracts including but not limited to significant planning studies, automation and innovation projects, design, construction, and construction management contracts and change orders.
  • Participate in development and management of relationships with key stakeholders to ensure a successful project. Develop and maintain effective working relationships with internal and external stakeholders, government entities, in developing short and long range objectives, infrastructure coordination, and work program planning and delivery.
  • Provide highly responsible and complex management, strategic thinking and policy support to the SVP and other Executive Leadership Team members.
  • Oversee and direct project design and construction activities, including project mitigation, design, right-of-way, construction (supervision and post-construction activities), and project administration, management, and reporting.
  • Supervise, coordinate and monitor the work of engineering and construction resources to ensure successful and timely completion of design, right of way acquisition, and construction projects.
  • Provide program and contract management, and provide oversight and guidance to the Program Managers on engineering and construction projects, including the delivery of all transportation projects.
  • Develop short- and long-range capital improvement programs for the Authority.
  • Assist the SVP with annual capital and operating budgets.
  • Coordinate the activities of the Program Managers on key projects and the Director - Capital Programs Mangement Office to identify capital needs and manage key initiatives in support of the long range strategic plan of the Authority.
  • Ensure compliance with technical, professional and applicable regulatory standards regarding construction and state and federal transporation funding requirements.
  • Work closely with the SVP and Executive Leadership Team (ELT) members to develop general strategies, financial plans, division-wide development planning, grant management, human resource management, staff training and professional development, community relations, and other activities supporting major capital programs.
  • Support the development of presentations for executives, and external stakeholders (elected officials, community groups, business owners, etc.).
  • Direct overall engineering and construction management strategies and leads internal work teams to address various issues as directed by the SVP.
  • Support other Authority divisions in implementing budgeted capital programs. Work with the ELT and division management to develop project scopes to meet the division's needs and available budget.
  • Advise the SVP on significant issues and apprise the CEO as requested.
  • Perform other duties as assigned.

Minimum Qualifications:

  • Bachelor’s degree in Civil Engineering, or a related field, from an accredited college or university.
  • Registered Professional Engineer in the United States, with the ability to attain PE certification in Florida within the first six months of employment.
  • Minimum of ten (10) years of relevant work experience, including progressively responsible experience in the management of staff, capital projects, and contract administration.
  • Knowledge of regulatory requirements related to transit vehicle maintenance, including FTA/DOT regulations, ADA requirements, and state and local regulations.
  • Strong analytical skills and ability to use data to drive decision-making.
  • Strong leadership skills and a collaborative, service-oriented approach to work
  • Proven ability to develop and execute strategic plans and initiatives and manage budgets.
  • Strong organizational skills and the ability to manage multiple projects and priorities simultaneously.
  • Demonstrated ability to lead and motivate team members and ability to work effectively in a fast-paced, dynamic environment.
  • Ability to set and manage priorities, create clear direction and expectations for staff and follow through to ensure achievement and accountability in the face of competing demands.
  • Must have a proven track record of successfully managing major production schedules and construction programs to complete projects within budget and on time.
  • Must possess a working familiarity with modern programs and project management techniques.
  • Must have a working familiarity with computer-based programs such as CADD, scheduling, budgeting, database, document
  • management, project management information software, Microsoft Office, and engineering-related software applications.

Preferred Qualifications:

  • Advanced degree with prior senior management experience. Licensed Professional Engineer.

  • Knowledge of regulatory compliance regarding mass transit and demonstrated ability to create and maintain an organization that meets all compliance standards.
  • Knowledge of Federal Transit Administration (FTA)/Department of Transportation (DOT) programs and reporting requirements.
  • Knowledge of principles of collective bargaining, labor contract development, and negotiating strategy in a public sector setting.
  • Knowledge of basic principles of financial management.
  • Preparing and analyzing complex data and comprehensive reports.
  • A track record in budget management, stewardship and developing proven strategies to build multi-faceted external affairs
  • and development programs.
  • Knowledge of environmental compliance laws and regulations.
  • Demonstrated ability to analyze and evaluate current program activities and procedures.
  • Possesses effective communication, interpersonal, and stakeholder management skills.

Work Environment / Physical Demands:

  • The Vice President - Chief Infrastructure Officer is an in-office position requiring significant collaboration with colleagues and stakeholders.
  • The incumbent may be required to work extended hours, including nights, weekends, and holidays, to respond to emergencies or to meet operational needs.
  • The position may require occasional travel to attend meetings, conferences, or training sessions.
