Job Description:

L3Harris Technologies, Mission Networks Business is seeking a Subcontract Manager to support the FAA Data Communications Integrated Services (DCIS) who will be responsible for the procurement of subcontracts including the management of cost, schedule, and performance.

Essential Functions:
  • Implement sourcing strategies, assesses supplier risk (including financial), and develops mitigation plans
  • Prepares bid packages, conducts bidders' conferences, analyzes, and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts
  • Negotiates and coordinates additions, deletions, or modifications to subcontracts
  • Tracks all Purchase Orders through reports, works matched exceptions, open commitments, receiving discrepancies, returns, supplier discrepancies, and problem reports/supplier corrective action responses. Interfaces with receiving and accounting to resolve issues
  • Meets established goals, objectives, and performance metrics and solves problems of increased scope and complexity where analysis of situations or data requires a review of a variety of factors
  • Evaluate root cause and corrective actions with suppliers.
  • Builds stable working relationships with engineering and program office regarding procurement demands by early involvement with programs and suppliers to determine risk mitigation actions for critical path parts.
  • Create purchase orders/subcontract files in compliance with all command media and necessary process disciplines for audits
  • Management of customer / government owned property, transportation and delivery, invoice processing / acceptance of articles / work performed and payment.
  • Act as a mentor and provide training and guidance.
Qualifications:
  • Bachelor's Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
  • Total relevant experience to be minimum of 5 years in Procurement and/or Subcontracts. Experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance. Coursework, or practical experience that demonstrates business acumen, compliance, legal, negotiations skills, analytical mindset, strategy development and execution.
Preferred Additional Skills:
  • TELCO Experience
  • Experience with following contract types: FFP, FPIF, T&M, Labor Hour, Cost-Plus (w/fixed-fee, incentive fee, or award fee)
  • Proficient in Microsoft Suite of Products (Word, Excel, PowerPoint, etc.)
  • MRP system experience
  • Strong verbal and written communication skills
  • Lean Six Sigma experience.
  • Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting.
  • Works autonomously
  • Communicate effectively with a wide array of professional levels and functions
  • Navigate FAR regulations and internal procedures for compliance
  • Implement strategies to increase productivity and drive cost saving
  • Makes recommendations for solutions and process improvements
  • Works independently on assignments requiring judgment and initiative
