Job Description:
  • Lead all aspects of the Subcontract acquisition process from proposal stage through Program award and execution with general oversight.
  • This acquisition process includes requirements definition, generation of Statements of Work, generation of Requests for Proposals, proposal evaluations, source selections, negotiations and definitization, cost and price analysis, file documentation, ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution and subcontract close-out.
  • Responsible for managing Subcontractor cost, schedule and technical performance, and ensuring L3Harris and Customer objectives are achieved, including on-time delivery, exceptional quality, and affordability.
  • Draft and negotiate complex contract vehicles including Subcontracts, Letter Subcontracts, Teaming Agreements, and Non-Disclosure Agreements.
  • Establish major contractual milestones, such as preliminary and critical reviews and other contractual schedule goals.
  • Apply ingenuity and innovation to develop solutions to complex subcontract problems and identify areas for performance improvement and cost reduction.
  • Responsible for initiating and tracking closure of corrective action measures with Suppliers when necessary.
  • Develop and maintain working relationships with cross-functional partners.
  • Provide timely and accurate subcontract status to L3Harris Management and cross-functional stakeholders.
  • Ensure budget, sales forecast, and EVMS performance is met
Essential Functions:
  • Motivated self-starter who can work independently through the Subcontract Management Process Flow and is well versed in managing supplier performance in the areas of technical scope, schedule, and cost
  • Work should be performed within set boundaries and with moderate oversight
  • Operate with sense of urgency and within tight deadlines
  • Must be able to communicate effectively with a wide array of professional levels and functions
  • Manage program budgets and explain variances in monthly performance
  • Ability to navigate FAR/DFARS, ITAR, EAR regulations and internal procedures for compliance
  • Support Small Business Initiatives
  • Ability to generate spending plans, payment forecasts, and variance reports
  • Follow strategic direction set by Program and functional leadership
  • Experience managing budgets and sales forecasting
  • Proficient in Microsoft Suite of Products
  • Strong verbal and written communication skills
Qualifications:
  • Bachelor's Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience
  • TS/SCI clearance required
Preferred Additional Skills:
  • Experience in Government Contracting/Subcontracting
  • Experience in managing various types of subcontracts, including hardware, software, service subcontracts, and follow-on/production subcontracts
  • Experience in the following contract types: FFP, FPIF, T&M, Labor Hour, Cost-Type (w/fixed-fee, incentive fee or award fee)
  • Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting
  • Ability to periodically travel to supplier facilities (mainly domestic locations)
