Job Title: Specialist, SubcontractsJob Code: 17481Job Location: Fort Wayne, INJob Description:Manages the Subcontract acquisition process from proposal stage through Program award and execution. This acquisition process includes requirements definition, generation of Statements of Work, generation of Requests for Proposals, proposal evaluations, source selections, negotiations and definitization, file documentation, ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution and subcontract close-outResponsible for managing Subcontractor cost, schedule and technical performance, and ensuring L3Harris and Customer objectives are achieved, including on-time delivery, exceptional quality, and affordability with the ability to monitor & assess project issues and develop mechanisms & resolutions to meet goals.Understanding of baseline centric execution and Change Management with the ability to review status of projects, budgets, forecasts, EVMS; contribute to status reportsPartners with Engineering, Program Team, Commodity Managers and Suppliers to help drive alignment with L3Harris commodity strategies for supply base optimizationNegotiation experience to include drafting and helping negotiate contract vehicles including Subcontracts, Letter Subcontracts, Teaming Agreements, and Non-Disclosure AgreementsEstablish & manage contractual milestones, such as preliminary and critical reviews and other contractual schedule goals throughout the program, including analysis of supplier capacity and capabilities.Responsible for supporting corrective action measures with Suppliers when necessary and assessing trends in performance to prevent delays or cost overrunEssential Functions:Motivated self-starter versed in the Subcontract Process Flow and managing supplier performance in the areas of technical scope, schedule, and costWork should be performed within set boundaries and with direct supervisionMust be able to communicate effectively with a wide array of professional levels and functionsReview program budgets and explain variances in monthly performanceAbility to understand and meet FAR/DFARS, ITAR, EAR regulations and internal procedures for complianceSupport Small Business InitiativesAbility to generate spending plans and payment forecastsFollow strategic direction set by Program and functional leadershipSome travel (20 %)Ability to obtain a US Government clearanceQualifications:Requires proficient knowledge of job area. May have practical knowledge of project management. Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience.
