METROPOLITAN WATER DISTRICT (MWD) BOARD OF DIRECTORS REPRESENTATIVE

BACKGROUND:The Metropolitan Water District of Southern California (MWD) is a cooperative consortium of 26 member agencies, including the City of Torrance. MWD’s primary function is to wholesale imported water to its member agencies and sub-agencies in a six-county area of Southern California with a population of approximately 19 million residents. MWD is governed by a 38-member Board of Directors that is responsible for approving major policies, programs, and projects of the district. Torrance has one representative on the MWD Board of Directors.DEFINITION:Torrance’s Director on the MWD Board is appointed by the Mayor with the concurrence of the City Council and serves for a four-year term with possible reappointment. Directors attend board, committee, and special meetings, and take an active role in the consideration, discussion, deliberation, and formulation of MWD policies, projects, and programs.EXAMPLES OF ESSENTIAL DUTIES:The following duties represent the principal job duties; however, they may vary depending upon actual assignment and are not all-inclusive.Review and provide recommendations regarding complex water matters;Attend and actively participate in board, committee, and special meetings;Serve on various standing and ad-hoc committees;Consider and approve MWD budgets and wholesale water rates;Approve policies, programs, and projects of the district;Represent the district at public events and meetings;On occasion, speak and make presentations at meetings or events;Serve as liaison between MWD and member agencies;Keep the City Council and staff informed of major issues at MWD;Provide a monthly written update report on MWD activities to the City Council;Attend and provide updates at Torrance Water Commission meetings;Attend various water conferences, forums, and events;Meet regularly with designated staff of the Public Works Department;Participate in long-range MWD planning initiatives;Facilitate annual Torrance MWD sponsored inspection tour of major water facilities in California;May be appointed by MWD to serve on regional, state, or federal advisory panels;Typically, fulfilling the responsibilities as an MWD Director requires 20 plus hours per week of dedicated time.Education and Experience:Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and skills would be:Experience serving on a water-related public agency board, commission, or advisory panel. College coursework in engineering, economics, business, environmental studies, water science, or a related field.License and/or Certificates:Possess and maintain a valid California Driver's License.Knowledge of:Utility management and/or operations;Financial definitions, terms, and concepts;Water district programs and policies;City’s mission and customer service goals;Ability to:Analyze complex water issues and impacts;Analyze and monitor financial and budgetary data;Make informed decisions based on recommendations;Work effectively with fellow board members and agency staff;Communicate effectively orally and in writing;Submit a letter of qualifications and resume directly to the City Clerk’s Office located at 3031 Torrance Blvd, Torrance, CA 90503 or email to CityClerk@TorranceCA.Gov by
