Brief Job Description:
As the Air Operation Site (AOS) Site Manager for the Customs Border Patrol (CBP) Aircraft Maintenance and Logistics Support (AM&LS) Program, you will oversee the Aircraft Maintenance and Operational Support Program to achieve key objectives. Acting as the main point of contact between CBP and contractor personnel, you will report to the AM&LS Program Manager and ensure resources are allocated to meet mission needs. Your role includes managing program activities, maintaining a customer-focused approach, and ensuring the maintenance team remains dedicated to their primary duties without unnecessary extra tasks.
*This position is contingent upon contract award.*
Responsibilities
Enforces strict adherence to technical data and management procedures. Advocate the importance of using current technical data and use of the Technical Order (TO) improvement program.
Ensures aircraft and equipment forms and Maintenance Information System (MIS) documentation are completed, accurate, and accomplished.
Ensures aircraft status is accurately reflected in both the maintenance forms and the MIS.
Releases aircraft for flight when authorized by the Flight Operations Director.
Directs the maintenance effort using available resources.
Participates in developing and executing the monthly and weekly flying and maintenance schedules/plans.
Manages the maintenance production effort by assigning priorities to meet the flying and maintenance schedules.
Aggressively works non-mission capable (NMC) aircraft.
Attends the daily production maintenance meeting.
Fully understands actions required by the Performance Work Statement (PWS), Maintenance Operations Plans (MOP), and Supply Operations Plans (SOP).
Develops, ensures currency of, and directs the aircraft generation sequence.
Fully understands and is prepared to implement specific disaster control duties and responsibilities pertaining to aircraft / support Equipment (SE) movement and personnel evacuation in accordance with (IAW) CBP customer and corporate directives.
Maintains a current copy of the AOS disaster map with cordon overlay and appropriate functional checklists outlining duties during disaster exercises.
Determines, tracks, and reports aircraft status, including Estimated Time In Completion (ETIC), IAW PWS directives.
Authorizes Cannibalization (CANN) actions when authorized by the Flight Operations Director/Contracting Officer Representative (COR) IAW PWS.
Coordinates with appropriate agencies and direct personnel to accomplish CANN actions and local directives.
Thoroughly understand the Crash Damaged Disabled Aircraft Recovery Program and local procedures designed to protect personnel and prevent further damage to aircraft, equipment, and other resources.
Informs Maintenance Control of the maintenance effort, and coordinates other agencies for support, as required.
Provides aircraft status updates as required.
Verifies non-mission capable for Parts (Non-Mission Capable for Supply (NMCS)/ Mission Capable/Mission Capability (MICAP) conditions exist.
Ensures requirements in CBP directives and local instructions for munitions reconciliation are strictly followed.
Performs other tasks as needed
Requirements
Must have a minimum of twenty (20) years of aircraft maintenance and/or aircraft operations experience, ten (10) years of which must be in a management capacity.
Bachelor's degree required.
Extensive, thorough knowledge of government technical instructions and aviation maintenance concepts and procedures.
Must possess analytical abilities necessary to handle extremely complex administrative, organizational, and aircraft maintenance matters.
Demonstrate communicative, managerial, and organizational skills necessary to effectively manage site operations.
Ability to obtain a SECRET security clearance.
Must have a basic understanding of computers, with the ability to input and retrieve data.
Must be detail oriented with good analytical skills and ability to handle multiple tasks independently
Must be able to work in a team environment
Must have attention to detail and critical thinking skills
Must demonstrate positive, polite, and professional behavior at all times when dealing with co-workers, customers, and all levels of management
Must have the ability to communicate using clear, concise, and accurate English; both verbal and written are Required
Preferred Qualifications or Skills
FAA Airframe & Powerplant License preferred
Graduate work in Logistic Management desired/or equivalent military experience preferred
Experience with the CBP P-3 Fleet will be considered a highly valued qualification
Physical Requirements:
Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility to include but not limited to: bending, reaching, climbing, turning, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required. Must be able to lift, move, and transport items frequently over 10 pounds.
Work Environment:
Generally, work is conducted in an inside office environment, but may also involve some outside work depending on the task. The inside environment may be in an office or cubicle with close quarters, low to moderate noise, and bright or dim lighting. Outside work may include various environmental conditions including warm and cold climates and while on travel.
