JOB SUMMARY

Provides comprehensive support in the execution of Human Resources (HR) initiatives across the organization. Serves as key liaison and main point of contact between HR, employees and management. Fosters open communication and collaboration, ensuring that stakeholders are aligned and informed about HR policies and procedures. May be tasked with additional responsibilities that support key HR functions in the areas of training and development, talent acquisition, employee and labor relations, performance management and total rewards. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

Main Functions

- Acts as the main point of contact for employee issues throughout the organization. Responds to employee inquiries via phone call, email, face-to-face interaction and through other technologies implemented within HR. Escalates inquiries to the appropriate subject matter experts as necessary. Ensures that inquiries are remedied in accordance with the HR department's standards.

- Maintains metrics on type and severity of questions received. Compiles standard answers from HR subject matter experts to ensure consistency in assistance to internal and external customers.

- Assists with public records requests by coordinating the retrieval and preparation of relevant HR documents, ensuring compliance with legal requirements and timely responses to inquiries.

- Remains up to date on changes to Sewer District and HR policies and procedures. Ensures that the most recent versions of policies are posted electronically for all employees to access. Collaborates with the members of the HR department to document processes, job aid creation and assists with SOP development.

Other Functions

TRAINING

- Evaluates training program effectiveness and manages course logistics, enrollment, and accurate records in the Learning Management System (LMS); administers the Tuition Assistance Program (TAP) and oversees job shadowing requests.

- Coordinates grant procurement and compliance, collaborating with legal and finance teams to manage state grants, maintain documentation, and ensure accurate fund tracking and reporting.

TALENT ACQUISITION

- Manages talent acquisition processes, including sourcing, screening, interviewing, and onboarding, while facilitating new hire orientations and advising employees.

- Represents the organization at career fairs and job promotion events to attract candidates and build talent pipelines.

EMPLOYEE & LABOR RELATIONS

- Administers and oversees random substance testing and driver's license check programs to ensure compliance with organizational policies and legal regulations, while maintaining comprehensive records.

- Manages and accurately inputs discipline data into HR systems, ensuring data integrity and accessibility for review and reporting purposes.

- Schedules and coordinates incident hearings and grievance meetings, facilitating effective communication among involved parties to support fair resolution processes and enhance workplace relations.

- Oversee unemployment administration processes, including managing claims, ensuring compliance with state regulations, and coordinating with external agencies to support employees during unemployment transitions.

TOTAL REWARDS

- Supports employees through the open enrollment process by addressing inquiries about benefits, eligibility, and the selection procedure in the HR system.

- Collaborates with Sewer District leadership to develop and refine job descriptions, providing feedback on drafts to ensure alignment with branding standards, and updates job description databases and career pathing resources as needed.

PERFORMANCE MANAGEMENT

- Collaborates with the HR Information System (HRIS) team to oversee and provide guidance on the non-union performance review process, ensuring its effectiveness and alignment with organizational goals, while confirming that all reviews are completed in the required systems.

- Manages data entry for union employee performance evaluations, monitoring the review process to ensure timely and accurate completion.

Performs other duties of a similar nature as may be required.

MINIMUM JOB REQUIREMENTS

EDUCATION

- Candidate must possess a bachelor's degree, preferably in Human Resources, Business Administration or a closely related field.

- Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.

EXPERIENCE

- Candidate must possess a minimum of three (3) years' HR experience in talent acquisition, employee relations, training and development, benefits administration and/or talent management.

- Experience in union environments is preferred.

OTHER REQUIREMENTS

LICENSES

Certification in Human Resources including, but not limited to, SHRM-CP, SHRM-SCP, PHR, SPHR or IHRIM is preferred.

KNOWLEDGE, SKILLS AND ABILITIES

- Candidate must possess effective written and verbal communication, organizational skills and decision-making abilities.

- Candidate must be proficient in Microsoft Office Suite, including Word, Excel, Outlook and PowerPoint.

- Candidate must be detail oriented and capable of managing large amounts of data, maintain detailed comprehensive records, analyze and organize information, have effective project and time management skills and be well organized.

- Candidate must be adaptable with the ability to tackle difficult situations and shifting priorities.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position the employee must be able to compare, compute, analyze, synthesize, copy, compile, coordinate, negotiate and instruct. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as talking, handling, feeling, fingering and hearing. Ability to lift up to 10 lbs. on an occasional basis. Position will require visual demands of near and near acuity and accommodation. The position is primarily office work.

Pay Range: USD, Commensurate with Experience

$62,364 - $77,956
