Nature of Work
The purpose of the class is to review plans and inspect structures and facilities for compliance with building codes, standards, and ordinances. The class is responsible for providing information, occasionally inspecting structures, enforcing codes, and reporting. The class works within a general outline of work to be performed, and develops work methods and sequences under general supervision.
Examiner I - $35.19- $51.07 per hour
Trainee - $21.99 - 31.89 per hour
Incentive pay of $1.00 per hour will be paid for each additional license earned beyond base requirements. Incentives will cease upon promotion to the next level of Plans Examiner.

Examiner I
Minimum Requirements
All levels require the minimum of a high school diploma or GED and formal training, special courses, or self-education equivalent to satisfactory completion of one year of college education or specialized advanced training in engineering, construction, or a closely related field. Requires a valid State of Florida Driver's License and satisfactory driving record as a condition of initial and continued employment.
Examiner I
Requires minimum 4 years of construction, engineering, drafting, or trade related experience or formal education in the construction/engineering field or a combination of these to meet eligibility requirements for licensure. Requires 1 -3 Florida licenses listed in Florida Statue 468 for building, electrical, plumbing, mechanical or one and two family dwelling (Note: one and two family dwelling license will count as 2 licenses). Also, a Fire Inspector certification may count as an additional license.
Trainee
Requires minimum 4 years of construction, engineering, drafting, or trade related experience or formal education in the construction/engineering field or a combination of these to meet eligibility requirements for licensure. Must obtain Provisional Plans Examiner & Inspector licenses within six (6) months of employment. Must take and pass the State of Florida Principles and Practices exam within one (1) year of employment. Must take and pass the State of Florida Plans Examiner exam within one (1) year of employment. Must obtain a Florida Inspector license within one (18) months of employment.
Health Insurance: Health Insurance is effective after 90 days of employment. Employees may elect a PPO or HMO plan. Provider is BCBS of Florida.
Dental Insurance: Dental Insurance is effective after 90 days of employment. Employees may elect a PPO or HMO plan. Provider is United Health Care.
Vision Insurance: Vision Insurance is effective after 90 days of employment. Provider is United Health Care.
Employee Wellness Center: Free to employees, dependents, and retirees who are enrolled in the City's health insurance. The EWC provides free onsite Health Risk Assessments, doctor appointments, basic lab work, and some generic prescriptions.
Retirement: A (401A) non-contributory defined contribution pension is provided for general employees. The City contributes 5%.Certified Police employees join the Chapter 185 Plan which requires employees contribute a predetermined percent into the plan. Certified Fire employees participate in a plan which exceeds the requirements of Chapter 175 and which requires employees contribute a predetermined percent into the plan.
All employees may elect to tax defer an amount allowed by the IRS to a 457 deferred compensation account
Life Insurance: $50,000.00 policy - 50% at age 70 for general employees, police and fire - 100% premium paid.
Bereavement Leave: 24 hours of leave with pay.
Holidays: 11 paid holidays.
PTO Sell Back program: Employees are eligible to sell PTO time back to the City, a maximum of 2 times per fiscal year for a total of 160 hours. Employees can only sell back as much PTO time as they have actually used in the previous 12 months. Employees covered by a CBA may sell time a maximum established by their written bargaining agreement.
Computer Purchase: The City will finance the employee's purchase of an approved computer system up to $1,000.00. Total of loan divided by 39 payroll deductions.
Fitness Programs: The City will pay 50% payment of the monthly fee for the employee and spouse for one fitness center each. Participating centers are: Not the Norm Crossfit, Planet Fitness, Anytime Fitness, and Infinity Fitness.
Safety Shoes: The City will pay up to $150.00 per year for the cost of one pair of approved safety shoes/boots for those positions requiring safety shoes/boots.

Essential Job Functions
Examiner I
- Researches and maintains currency in all applicable building codes; advises citizens and building professionals on construction requirements.
- Examines plans and specifications; advises citizens and building professionals on needed changes or corrections to meet codes.
- Assists and advises on-site inspectors to ensure compliance with all applicable building codes and issuance of written warnings, citations, and violation notices.
- Resolves disputes over provisions of codes when required.
- Prepares logs, forms, and reports documenting results of inspections and other events or activities; maintains plans and related records; testifies in court as required.
- Attends staff meetings to exchange information; attends classes or seminars to improve knowledge and skills.
- Performs routine office tasks, such as typing, filing, faxing, phoning, and copying.
- Gain the knowledge, licenses and skills necessary to conduct plan reviews of residential and commercial structural permits during various stages of construction and remodeling to assure compliance with applicable codes and regulations of the City, County, State and Federal agencies.
- Read and interpret building plans for structure within a supervised environment to ensure compliance with the Florida Building Code.
- Train to perform building structural inspections per code to increase plan and construction knowledge.
- Coordinate review and inspection activities with other City departments.
- Confer with architects, contractors, builders and the general public in the field and office.
- Update and maintain records and files.
- Perform related duties as assigned.
- Learn to perform building review and inspections in a variety of specialty trade areas for additional licensures.
