The primary purpose of this position is to facilitate all freight traffic in support of Aerospace Maintenance and Regeneration Center's (AMARC) traffic management responsibilities. Performs coordination and integration of numerous activities and functions to ensure the overall efficiency and effectiveness of the logistics support effort. Responsibilities Ensures functional areas within logistics support perform within a unified program for providing complete logistics support. Depot level management of funding provided by all DOD agencies. Coordinates and supervises the scheduling of all freight actions not processed by support staff. Plans and directs work schedules based on varying project goals and constantly changing priorities. Coordinate with Center's Traffic Management personnel in establishing and insuring quality control program requirements (classified/sensitive, hazardous material, carrier performances, etc.). Responsible for and ensures compliance with local, state, national and international laws for the shipment and receipt of hazardous, classified/sensitive, arms, ammunition and explosive cargo. Provides work direction for a Transportation Assistant. Provides work direction for approximately four Material Handlers. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managemen Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes assist with providing complete multi-level logistical support and guidance in all traffic management areas from the initial implementation of customer projects to mission accomplishment ensuring all objectives are met. Assist with planning and scheduling delivery of items and services to ensure sufficient time is allowed to meet preset deadlines. Assist with coordinating and providing guidance to upper level management, external/internal resource advisors and other financial personnel. Preparing historical data for use in forecasting transportation funding requirements. OR master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., with a major study in or related fields such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics or other fields related to the position. OR a combination of specialized experience and education as described above NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to independently plan and carry out work using accepted practices to resolve most of the conflicts that arise. Knowledge of varies freight functions to include packaging, receiving, aerial and freight. Ability to review, analyze and evaluate Logistics Management programs and activities. Ability to identify cause and impact of delays or other problems and evaluate plans for the provision of logistics support for feasibility, efficiency and economy and develop alternatives when necessary. Knowledge of Security Assistance Management Process, sufficient for interpreting Foreign Military Sales information relating to funding identification, assignment and accountability export releases and specific contract criteria. Ability to organize and prioritize work based on constantly changing priorities and varying customer requirements. Knowledge of transportation funding and applicable regulations. Ability to apply high degree of analytical skills in identifying and applying various funding policies to the diverse range of shipments. Ability to direct and control employees of varying skills and abilities. Ability to effectively communicate orally and in writing (i.e., preparing presentations, participating in conferences regarding logistics programs, resolving and implementing a variety of projects, programs or issues). Knowledge of logistical components necessary for meeting program requirements and specialized to the extent that can effectively and accurately understand and analyze logistical management implications of information obtained. Knowledge of extensive body of transportation regulations, methods, and practices to perform a wide variety of interrelated or nonstandard transportation assignments and resolve a wide range of problems. Knowledge of various transportation programs, regulations, and procedures to interpret policy and develop coordinated local guidelines and implement set directives. Knowledge to monitor and report on funds management, safety provisions or other transportation programs. WORK ENVIRONMENT Work is in an area with moderate risk of discomforts that require the use of special safety equipment. The employee works in areas with moderate risks or discomforts such as the flight line, remote areas within the center, munitions/bomb dump, base rail head, as well as areas within the industrial complex. The employee is subject to extreme climate conditions. The employee is also subject to cuts and bruises, potential falls, falling and flying objects and noise hazards in association with load planning, up and downloading of freight of all kinds including hazardous materials and cargo inspections. Personal protective equipment includes safety toe shoes, hearing and eye protection and head protection. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
