About Indiana Office of Technology: The Indiana Office of Technology provides cost-effective, secure, consistent, reliable enterprise-technology services to our partner agencies so that they can better serve our mutual customer, the Hoosier taxpayer. IOT will also act as the technology and solution enabler for the State, helping its partner agencies achieve business objectives and innovation.

Role Overview:

This role is on IOT's Solution Architecture (SA) team. The SA team uses an equal understanding of business and technical requirements to take concepts and make them a reality. We partner with agencies on projects to create and implement solutions for new technologies and system migrations involving IOT's on-premise infrastructure based on guidance from IOT's Business Relationship Management and Enterprise Architecture teams.

Additionally, candidates should also consider the following:

Ideal candidates have multiple years of experience as an IT or Solution Architect as well as a seasoned background from multiple technology areas that include Information Technology, Information Security, Application Development, and/or similar fields.

Ideal candidates should have experience with TOGAF or equivalent frameworks and understand the process of implementing best practices in a practical fashion.

The position may require a hands-on approach at times, requiring a comprehensive, broad understanding of many enterprise technologies and how they apply across all layers.

Candidates must be proficient with reading/modifying/creating diagrams using Microsoft Visio, Excel documents with complex formulas, and other common Office 365 suite products.

The team's involvement in projects means that there will occasionally be an investment of time outside of standard business hours.

Salary Statement:

The salary for this position traditionally starts at $93,002.00 but may be commensurate with education or work experience.

A Day in the Life:

The essential functions of this role are as follows:

Develops strategy of information technology system and the design infrastructure necessary to support that strategy;

Serves as a subject matter expert for project requirements, IT architectural framework, methods, and tools;

Assesses possible project challenges on constraints including risks, time, resources and scope;

Participates in risk analysis and threat mitigation activities;

Sets standards for the information technology database structure for the organization (SQL, Oracle, Sybase, etc.);

Creates and enhances methods and practices for architecture strategy development, communication, and visualization;

Mentors, coaches, and provides other leadership for IT resources and communities of interest across the enterprise;

Advises on selection of technological purchases with regards to processing, data storage, data access, and applications development;

Provides architectural leadership, guidance, and support for the broader architecture community;

May provide input to policy level direction regarding standards and budget constraints;

May advise chief executive officers and their deputies on the need and impact of future projects, with emphasis on balancing technological priorities with budget constraints;

May participate in revenues and expenses within department and responsible for meeting budget goals and objectives.

What You'll Need for Success:

The ideal candidate in this role should minimally have either:

a Bachelor’s degree with 3+ years of experience, or

an Associate’s degree with 4-5+ years of experience,

or at least 7-8+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.

Related certifications and coursework may be considered for education or experience.

Thorough knowledge of computer hardware/software capabilities and configurations;

Knowledge of information technology policies, standards, procedures, and techniques used in the development of enterprise architecture and/or client/server network architecture;

Knowledge of documenting and communicating strategy, policy, and standard operating procedures;

Extensive knowledge of business drivers, technology strategy and software architecture goals to develop and deliver clear, comprehensive data, technical and product architectures;

Ability to formulate sound recommendations, make appropriate decisions, and initiate corrective actions on multiple projects with competing deadlines while considering potential impact on agency/division/or state;

Ability to identify and articulate the potential technological and budget impact of decisions on the current or emerging information technology mission;

Ability to effectively prioritize projects and functions from a wide portfolio of technologies;

Ability to establish and maintain effective working relationships with technical and non-technical stakeholders;

Ability to collaborate between business units, architecture, operations, and security on the development and implementation of operational and compliance standards as well as meeting relevant regulatory requirements;

Ability to delegate work, set clear direction, and manage workflow;

Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets;

Broad knowledge of current and emerging information technologies;

Ability to research and document findings;

Strong understanding of best practices regarding system security measures;

Excellent communication skills;

Excellent problem-solving and analytical skills.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
